Landscaping shall be provided in each phase at time of development. Prior to occupancy of Phase I, applicant shall install a solid masonry noise barrier along the entire western perimeter of the site which is adjacent to the railroad right-of-way. This shi be accomplished in a manner acceptable to the C' Engineer. All utilities, including electrical, telephone ( cable television, shall be installed undergrounc and/or shall be completely concealed from view. The applicant shall install all required fire hydrants and dry-stand pipes prior to framing construction, and said fire appurtenances shall functional prior to commencing such work. The proposed emergency accesses abutting Poinse, Lane and Avenida de Encinas shall be for emergel access only. The existing 12 ft. easement through the center the parcel shall be quitclaimed and replaced wi a similarly aligned easement not less than 15 f wide dedicated to San Diego County Flood Contro District for storm drain purposes or to the Cit. a general utility easement, prior to issuance o building permit for Phase I. -3- I . The ceni line of such easement will be parallel to the tc embankment for the proposed Poinsettia overcros! This and the existing slope easement in that arc should be shown on the Specific Plan. 14) The mature trees situated along Avenida de Encit shall be retained whenever possible to the sati! faction of the City Engineer and Director of Pal and Recreation. 15) Prior to the approval of a- F.inal Map or prior tc issuance of a grading permit, whichever comes fi $44,512.36 shall be deposited with the City of Carlsbad in accordance with the first Supplement Agreement for AT&SF Railroad Overcrossing at Poinsettia Lane between the City of Carlsbad an( Occidental Land dated July 2, 1974. 16) Guest parking areas shall be clearly designated "Guest Parking Only". 17) Lighting shall be appropriately placed in the c( greenbelt areas to the satisfaction of the Planr Director. 18) The applicant or his successor in interest shal' cause the circulation system within the developr to be posted "NO Parking". The applicant or hi: successor in interest shall request the City of Carlsbad to assist in the enforcement of parkin: traffic control ordinances as provided for in tt- appropriate sections of the California State Mot Vehicle Code.
