A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA SETTING FORTH ITS FINDINGS AND RECOMMENDATION FOR CERTIFICATION OF ENVIRONMENTAL IMPACT REPORT NO. 295. APPLICANT: MAY STORE SHOPPING CENTER, INC.
WHEREAS, a verified application for a certain property, to wit:

WHEREAS, said verified application constitutes a request as provided 12

(2) All necessary notification and review has taken place.
(3) The EIR adequately discusses anticipated impacts of the project project alternatives, and mitigation measures to lessen the imp; Mitigations to identified impacts are summarized as follows:
(a) In order to avoid adverse settlement, the project area undc by soft compressible soils should either be surcharged or '

(c) Rip, rap, concrete drainage and extensive slope plantings cz reduce problems or erosion and siltation along north and we: embankment slopes.
(d) In order to reduce siltation of the lagoon, the project shot constructed during the dry season, slopes should be protectf prior to construction, and silt basins and extensive landsc; should be installed.
(e) In order to decrease impacts on the water quality of the Buc Vista Lagoon, the parking lot drainage system should be so ( so that surface water run-off will be contained in catchmen. settling basins. The basins should be cleaned and rnaintainc regularly scheduled intervals, especially during the rainy !
(f) A rigid program of street and parking 1 ot cleanup can reducc contamination of the Buena Vista Lagoon.
(9) Buildings should be designed to withstand any seismic shakil problems revealed by the soils investigation for the projec
(h) The effects of intrusive noise can be controlled by limitinl construction to normal daytime working hours.
(i) The landscaping in the Plaza.Camino Real parking lot should increased to soften the overall vi sua1 impact of the Plaza Real.
(j) Deterrents to crime, such as an adequate lighting of the pa lot and maximization of "defensible space", should be incor into the project design.
(k) In order to meet minimum fire flow requirements, a looped w system providing a minimum of 6500 GPM should be installed. new buildings and/or structures should be so designed so as increase the existing fire flow requirements of 6500 GPM.
(1 ) Monroe Street and Elm Avenue should be extended as soon as in order to decrease response time of any public safety ser
(m) A professional fire protection engineering consultant shoul retained to aid in project design.
(n) The additional bonding capacity which the City will gain fr proposed expansion should be used to initiate revitalizatic
(0) The City should study and implement possibly a shuttle bus service between the Plaza and the Central Business Districl
(p) The City shall take appropriate measures to improve pedestr safety on Marron Road in conjunction with project planning approval.

(9) The City shall study the need for implementing a means for improving vehicular access between the parking lot and Marrc Road, giving special emphasis to improving traffic safety ar parking lot efficiency.
(r) Jefferson Street should be realigned so that it "T's" into Marron Road so that circulation will be improved and duck s( problems at the duck landing would be corrected.
(s) As a part of project design and approval , the following possibilities for reducing heating and cooling costs and en1 consumption should be studied:
8 // a) Design of the structure to take full advantage of the summer cooling breezes and winter sun;

b) Use of a computerized temperature monitoring system to switch off blower motors when they are not needed.
(t) Use of low-water volume toilet fixtures should be considere part of project design.
12 (u) Solid waste disposal systems should be made more efficient.

(v) Project builders, architects and tenants should be encourag seek appliances, lighting and space heating methods which r internal load factors.
(w) A transit system which could complement the existing Oceans Transit System bus service should be considered in conjunct with project planning and approval.
(x) An employee bus system should be studied and implemented, i possible, in conjunction with project planning and approval
(y) A Specific Plan, as outlined by State law, should be requir for the project to ensure compliance with guide lines set i General Plan for regional shopping centers, arterial collec etc. The Specific Plan, if required, would permit satisfac and effective mitigation measures of noted and identified i
