HomeMy WebLinkAbout1975-11-26; Planning Commission; Resolution 1205I. e e 1 /I PLANNING COMMISSION RESOLUTION NO. 1205 2 3 4 5 RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING TO THE CITY COUNCIL ADOPTION OF GPA-37, AN OVERALL GOALS STATE- MENT TO THE GENERAL PLAN, AND GPA-36, MINOR AMEND- MENTS AND ADDITIONS TO THE LAND USE ELEMENT OF THE GENERAL PLAN 6 " WHEREAS, the Planning Commission did on the 26th day of November, 1975: 7 8 hold a duly noticed public hearing as prescribed by law to consider amendmer amendments and additions to the Land Use Element; and g to the General Plan establishing an overall goals statement and making minor 10 WHEREAS, the subject General Plan Amendments have complied with the 11 1972; and 12 requirements of the City of Carlsbad Environmental Protection Ordinance of relating to the General Plan Amendments and found the following facts and 15 persons who desired to be heard, said Commission considered all the factors 14 WHEREAS, at said public hearing, after the testimony and arguments of a 13 16 17 18 19 reasons to exist: A) The modification to the Land Use Element text and plan are needed clarity and for consistency with the Zoning Ordinance. 6) The inclusion of an overall goals statement and general policy statements would clarify the General Plan's overall function. ~ 20 WHEREAS, due to the nature of these amendments, it has been determined 21 warranted for the following reasons : 22 that a Declaration of Negative (non-significant) Environmental effect is human environment. 24 A) The modification to.the Land Use Element text and Plan are of an 23 administrative nature and will have minimal effect on the physical 25 26 B) The Goals Statement simply reaffirms and consolidates previously adopted goals and policies. 27 31 B) That the following amendments to the General Plan are recommended 'I 30 A) That the above recitations are true and correct. 29 Carlsbad as follows: 28 NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City 01 the City Council for approval : 32 ', * !I 0 0 /I 1 (1) The textual description of the "Public Utilities" classificat in the Land Use Element be modified to read as follows: "This category of land use designates areas currently being generation, energy transmission, and sewage treatment." (2) A new description be added to page 32 of the Land Use Element 2 3 used for public and quasi-public functions such as power 4 5 as foll ows : i3 I/ "13. Unique and Special Uses 7 8 9 10 11 12 Within each land use designation, there is the potential certain land uses that posses unique and special charact istics. These uses may include, but are not limited to cemetaries , churches , golf courses, mobile home parks, recreational vehicle parks, public and quasi-public acce ory buildings and facilities, and hospitals. ~ These types of uses cannot be automatically placed withi I any particular Land Use Category and must be reviewed or ~ individual site basis. Criteria for this review should clude the following: 13 11 a) The proposed use is necessary and desirable for the 14 15 l6 I/ b) The proposed use will be in accord with all of the Elements of the General Plan; c) The proposed use is not detrimental to existing or planned uses in the same vicinity; 17 18 19 20 d) The proposed site is adequate in size and shape to accomodate the proposed use and any future expansiot that may be necessary; e) The street system serving the proposed use is adequi to properly hand1 e all traffic generated by the pro- posed use with minimum disruption to existing area.' 21 "UNIQUE AND SPECIAL USES" 22 (3) On page 21 , after COMBINATION DISTRICT, add: 23 24 (4) Four areas on the Land Use Plan be amended as out1 ined on Exhibits Illtt 3 "2" , "3" , and "4", dated November 26, 1975, anc attached hereto. 25 26 (5) An overall Goals Statement, marked Exhibit "5", titled "Propc Goal and Pol icy Statements of the General Plan" , and attachec hereto, be i.ncluded as part of the Carlsbad General Plan. 27 Commission held on November 26, 1975, by the following vote, to wit: 28 PASSED, APPROVED AND ADOPTED at a regular meeting of the Planning 29 xxxx 30 31 xxxx 32 xxxx xxxx II - 2- 11 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 2% 29 30 31 32 e 0 1 AYES : Commissioners Watson, Dominquez, Larson, Packard, Fikes and NOES : Jose. I. ,* ., W w Extlislr " 5 ' PROPOSED i GOAL AND POLICY STATEMENTS OF THE GENERAL PLAN CITY OF CARLSBAD We, the citizens of Carlsbad, recognizing that we hzve. a unique opportunity to meet. th2 challenge of the future development of'our City, do adopt the fo'llowing goals and policies as part of the General Plan for the City of Carlsbad: [;GALS The goal of the Carlsbad General Plan is to provide for the development of Carlsbad as a carefully planned, balanced community that will provide its citizens with the full range of physical facilities and humzn services that wfll ensure a life of quafi ty for all e This goal 'envisions a communl'ty composed of cohesive neighborhoods and areas of varied size and socio-economjc structure' grouped around an appropriate nurnbeln of centers providing community services in a saf.e, attractive, pollution-free environment, base-d on a soundI viable economy. The.fo1lowing is a list of Elements of the General .Plan with an accompanying overall goal statement for >ea.ch: 1) Land Use Provide a plan to guide the physical development of the City in an orderly, functional and compatible manner. 2) Circulation Provide a safe, realistic, and fntegrated circulation system compatible. with the existing and proposed land use pattern of the City. .-. , 3) Housing . Provide a variety of quality hous'ing types suita'ble to the economic means and living styles of all identifiable segments of the population. 4) Conservati'on * Provide a plan for the conservation, development, and utili'zation of the natural resources in the Cil *Combined with Open Space Element . .. ,, 5) Open S 'ace * y w Provide for the comprehensive and long-range preservation and conservation of open space land within the City. 6) Geologic and Seismic Safety Reduce loss of life, injuries, damage to property, and economic and social dislocation resulting from geologic hazards- 7) Noise Minimize the impact of noise pollution by provid- ing compatiblc land use alternatives and reducing the level of noise wherever possible. 8) Scenic Highway Preserve and enhance areas of scenic quality through the development, establishment, and protection of .scenic highways. , .. .. 9) Safety Provide a comprehensive plan to prepare for and protect against firesg floods, and other major disasters. 10) * Parks and Recreation Meet the recreational needs of the commurrity by providing a system of parksS green belts, land and water recreation facilities and buildings in an integrated, useful, attractive and comfortable envi ronrnent G It) Public Facilities Assure that adequate public services and facilities arid future 'population of the City. .. are available to meet the needs of the existing GENERAL POLICY .STATEMENTS 1 ) Each goal contained within the General Plan reflects the desires of the community. Amendments to the General Plan shall be limited to those necessary to achieve these goals or to those reflective of changinq goals of the community. 8 *Combined with CQnservati0.n Element -2- , .I, +h .- ' 'W ,w 2) The Citizens of Carlsbad shall be afforded the opportunity to review the entire General Plan annually and recommend necessary rev isions to the City Council for adoption. 3) An element of the General Plan shall be amended a maximum of three times per calendar year. '4) Nhen an amendnent is proposed to an element of the General Plan, the impact of such an action on each of the other elements shall also be considered. 5) Every element of the General Plan shall be considered when evaluating the conformity of a proposed project to the Plan. 6). Implementing tools, such as zoning, specific .. plans and development plansg shall be cons-istent with each element of the General Pian. 7) If an inconsistency exists between a proposed project and the General Plan, this fncsnsistency . shall be corrected prior to any action by the City. . . 8) Programs, such as a capital ix?reverzent budget, shall be developed to implement and maintain the goals and pol icies of the General Plan. ' 9) The rate of population Qrowth shall be based on the City's capacity to furnish supportive services without adversely affecting established areas. . 10) The City shall utilize a design review process to insure harmony and compatibility of new develop- ment with existing land uses. 11) The City shall maintslin an informative dialogue with its citizens in formulating its policies and actions. 1 3 12) An aggressive attempt shall be made by the City to implement all of the recommendations of the General Plan.
