HomeMy WebLinkAbout1976-02-09; Planning Commission; Resolution 12191) a 1 2 3 4 5 6 7 PLANNING COMMISSION 'RESOLUTION NO. 1219 RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, CONCERNING THE CONDITIONAL USE TENANCE OF A 12/138 KU ELECTRICAL SUBSTATION ON PROPERTY LOCATED ON THE SOUTH SIDE OF ALGA ROAD BETWEEN ALICANTE ROAD AND ALISMA STREET. APPLICANT: SAN DIEGO GAS AND ELECTRIC CO. WHEREAS, a verified application for a certain property, to wit: PERMIT TO ALLOW CONSTRUCTION, OPERATION AND MAIN- CASE NO. (2) That the site for the intended use is adequate in size and to accomodate the use: a) The site is adjacent to existing transmission lines. b) The project will be centrally located to its service a c) The surrounding topography aids in separating the site residential uses. (3) That all of the yards, setbacks, walls, fences, landscaping other features necessary to adjust the requested use to exi or permitted future uses in the neighborhood will be provid mai ntai ned. a) The project will be reviewed prior to building permit issuance to insure the above. (4) That the street system serving the proposed use is adequate properly hand1 e a7 1 traffic generated by the proposed use. a) Only occasional maintenance will be required to mainta facility and site. b) Alga Road is sufficient to accomodate the minimally in1 traffic flow. (5) The subject application has complied with the requirements 1 the City of Carlsbad "Environmental Protection Ordinance of because: a) The project is located in an urbanized area in which tl natural environment has been irretrivably disturbed; b) The degree of visual impact is a matter of subjective ; ment, major impacts have already been made by overhead lines and the neighboring water tank. -2- e 0 1 2 3 4 5 6 7 8 9 10 C) That in view of the findings heretofore made and considering thc applicable law, the decision of the Planning Commission is to ar Case No. CUP-110, subject to the following conditions: (1) The approval is granted for the land described in the appli and as shown on the Plot Plan submitted labeled Exhibit A, dated December 30, 1975. The location of the buildings, rc ways, and parking areas shall be located substantially as 5 on the plot plan labeled Exhibit B, unless indicated otherv herei n. (2) Any minor change may be approved by the Planning Director. substantial change will require the filing of an appl icatio an amendment to be considered by the Planning Commission. (3) All appropriate requirements of any law, ordinance or regul of the State of California, City of Carlsbad, and any other governmental entity shall be complied with. 11 12 13 14 15 (4) A detailed automatic irrigation, fencing and landscape plan be submitted for approval to the Parks and Recreation Direc Planning Director prior to building permit issuance. (5) A1 1 slopes shown on the prel imi nary landscape plan labeled C will be hydroseeded in a manner acceptable to the Parks a Recreation Director. (6) The site landscaping will incorporate and be compatible wit nei ghbori ng CMWD 1 andscapi ng . 16 17 18 19 20 21 22 23 (7) The site fencing will incorporate and be compatible with th neighboring CMWD fencing and will utilize 8' chain link wit with redwood obscuring slats. (8) In addition to hydroseeding on the slope areas, 1 and 5 gal trees will be planted in the locations shown on Exhibit D dl February 9, 1976. (9) Prior to final building inspection clearance, all irrigatio facilities, landscaping and fencing shall be installed.
