APPLICANT: SANTA ANITA DEVELOPMENT CORP. THE CITY OF CARLSBAD, CALIFORNIA, RECOM- THE CARLSBAD PLAZA AS REQUIRED BY CONDI- CASE NO.: SP-l46(A) WHEREAS, on June 23, 1976 a hearing was held to conside 8 16 of City Council Ordinance No. 9419; and g the sign program for Carlsbad Plaza as required by Condition 10 WHEREAS, at said hearing, upon hearing and considering 1 11 facts and reasons to exist: 14 sign program for Carlsbad Plaza (SP-146A) found the followin! 13 be heard, said Commission considered all facts relating to tl 12 testimony and arguments, if any, of all persons who desired 7 (1) The proposed sign program is consistent with the Carlsb, 15 General PI an because: 16 17 (a) The proposed sign program conforms with the requirl ments of the City's Sign Ordinance for General Coml sites; 18 (b) The site is zoned General Commercial in conformancl 19 the Intensive Regional Retail designation of the L 1 Use El ement; 20 21 Development guidelines of the Land Use Element; (c) The sign program implements the Quality of Site De! 22 23 (2) The proposed sign program is consistent with the Specif. Specific Plan that a sign program be approved; 24 Plan adopted for this site because: (a) The program fulfills a requirement of the adopted 25 26 (b) The extent, location and sign materials approved hc in complement the site plan and architectural elevi previously approved for the site. 27 11 (3) The proposed sign program is consistent with the City 0' Carlsbad Environmental Protection Ordinance because: 28 I a $* - I1 9 e II l. I/ (a) An Environmental Impact Report for the Shopping Ce project was previously certified by the City Counc 2 3 4 5 6 7 8 9 10 11 12 13 (b) Neither the impacts of the proposed sign program n the circumstances under which the program will be formed differ from those addressed in the E.I.R.; (c) The project therefore complies with the Carlsbad E vironmental Protection Ordinance through Prior Com pliance (Section 19.04.153). NOW, THEREFORE, BE IT RESOLVED by the Planning Commissi of the City of Carlsbad as follows: A) That the above recitations are true and correct. B) That a sign program for Carlsbad Plaza as required by Cc tion 16 of City Council Ordinance No. 9419 is approved, is subject to the following conditions: (1) Except as otherwise provided herein, all signs sha' conform to, and shall be approved according to, thl provisions of the Sign Ordinance, Chapter 21.41 of Carlsbad Municipal Code. I 14 15 16 17 18 19 20 21 22 23 24 25 I (2) For the purposes of computing allowable sign area, "Building Frontage" is defined for each building a those frontages noted in Exhibit Cy dated July 6, 1976. Each wall of each building shall be entitle( to the total sign area shown in Exhi bit C, calculal at the rate of 1.5 square feet of sign area per lir foot of frontage, except that the sign areas of bu. ings 6 and 9 shall be reduced for their share of ti area of the freestanding sign approved in Conditio! (3) Building identity signs shall be allowed at servic( entrances to buildings. Said signs shall not be il cluded in the total sign area allowed provided tha. the entrances are not used for general public acce: Said signs shall be limited to the name and addres: of the business establishment whose entrance is be, identified, and shall be limited to 1.5 square fee, area. Mounting shall be on the ( tinuous header beam at the forward column linf Signs shall be fabricated from three-inch thic stock in lengths on 10.0', 12.0' and 14.0'. I shall be in red, orange, yellow and white, wi. a maximum letter height of 1.0 foot. The log( may be any color. (c) Sign TYPE C: Shall be chain-mounted, double-. hand-crafted wood signs, sandblasted and stail with raised, painted letters and/or design. - signs shall be limited to 4.0 square feet,per (d) Sign TYPE D: Shall be exterior-illuminated, wood, similar to sign type B except limited tl square feet per sign. (5) All sign lighting, exterior or interior, shall be arranged to reflect away from adjoining properties streets. (6) Directional signs shall be allowed at points of tri movement within the Shopping Center. Said signs s not be included in the total sign area allowed ind buildings or the Shopping Center, provided said sit limited to directional symbols and the names of bu es. Said signs shall conform to the specification Type D signs described in Condition 4; and shall bl limited to 5.0 square feet per sign. (7) One freestanding sign may be located at the Shoppi Center entrance as shown in Exhibit A dated June 1 1976. Said sign shall be of the size and copy shol Exhibit 9, dated June 18, 1976. Said sign shall b made of sandblasted wood, double-faced. The sign structure shall be stained dark brown the copy sha be stained in gold leaf, antique red and white. (8) Two flagpoles may be located at the Shopping Cente trance as shown in Exhibit C dated July 6, 1976. poles shall not exceed the height of the tallest S ping Center building in the Shopping Center, and s be used only for State and American flags. (9) Amendments to this sign program may be initiated b City Council or Planning Commission by Resolution tention, or by the Shopping Center owner or his au ized representative upon payment of a $50 applicat fee.
