COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, SETTING FORTH ITS FINDINGS AND RECOMMENDATIONS RE- LATIVE TO REZONING PROPERTY FROM R-1-7500 TO R-P-Q (RESIDENTIAL PROFESSIONAL WITH QUALIFIED OVERLAY ZONE). APPLICANT: K.
