RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF CARLSBAD, CALIFORNIA, SETTING FORTH ITS FINDINGS AND RECOMMENDATIONS RELATIVE TO REZONING PROPERTY FROM R-1-7500 TO RD-M ON PROPERTY LOCATED ON
THE WEST SIDE OF FREEWAY 1-5 BETWEEN JEFFERSON AND MADISON STREETS
APPLICANT: DAVID KOYL CASE NO. ZC-183
WHEREAS, a verified application for a certain property, i

Carlsbad and referred to the Planning Commission; and 9
shown on the attached mak has been filed with the City of

provided by Title 21 of the "Carlsbad Municipal code;" and

WHEREAS, the public hearing to consider the subject
rezoning was held at the time and in the place specified in

reasons to exist:

2) The proposed Zone Change is consistent with the Carlsbad Environmental Protection Ordinance of 1972 because:

a) An Environmental Impact Assessment of the project has been conducted and negative declaration made for the following reasons:
1) The project site is within an urbanized area in which the natural land forms and vegetation have been inalterably modified; and
2) The project will not significantly increase air pollution,water runoff, traffic or noise in the area.
3) The proposed Zone Change is consistent with applicable City Public Facility Policies and Ordinances because:
a) All.required'facilities are currently available to the site.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission
of the City of Carlsbad as follows:
A) That the above recitations are true and correct.
B) That the Zone Change from R-1-7500 to RD-M is recommended
for approval.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
City of Carlsbad Planning Commission held on January 12, 1977
by the following vote, to wit:
AYES : Commissioners Larson, Nelson, Jose, Matson and L I Heureux
