HomeMy WebLinkAbout1977-04-13; Planning Commission; Resolution 1344. w 0 I. ll PLANNING COMMISSION RESOLUTION NO. 1344 2 3 4 5 6 7 RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, DENYING GPA-46, A GENERAL PLANNED AMENDMENT FROM LOW MEDIUM DENSITY TO MEDIUM HIGH DENSITY ON PROPERTY GENERALLY LOCATED ON THE NORTH SIDE OF LAGUNA DRIVE BETWEEN ELMWOOD STREET AND PI0 PIC0 DRIVF,. CASE NO. : GPA- 4 6 APPLICANT: JAMES SCANLON, ET AL ~~~ ~~ ~ ~ ~~ ~~~ ~~~ ~ ~ ~ ~~~ ~~ WHEREAS, a verified application for a certain property * Commission; and 9 been filed with the City of Carlsbad and referred to the Plan 10 WHEREAS, said verified application constitutes a reque "//provided by Title 21 of the "Carlsbad Municipal Code"; and I.2 /I WHEREAS, the public hearing was held at the time and i 1311place specified in the public notice on March 23, 1977; and 14 11 WHEREAS, at said public hearing, upon hearing and cons l51/the testimony and arguments, if any, of all persons who desir 16/to be heard, said Commission considered all factors relating l7 11 the General Plan Amendment and found the. following facts and 18 /I reasons to exist: il 11) The proposed change would adversely impact the single fan character of the surrounding neighborhood. 21 22 2) The existing water line in Laguna Drive is inadequate to vide domestic service and fire protection for multi-famil development. 23 11 3) The existing street system is inadequate to serve additic traffic generated by the use. 24 25 4) Existing single family homes in the subject area are gene high quality and good maintenance. At this time there is 26 little probability that the home would be removed for mu1 family units. 27 5) The proposed change in land use is premature because the 28 xxxxxxxxxxx 1 w a 1 I1 A and street system in the greater area is inadequate to all 2 multiple family development in subject area. 3 4 5 the City of Carlsbad as follows: A) That the above recitations are true and correct. 6 B) That the action is to deny the General Plan Amendment NOW, THEREFORE, BE IT RESOLVED by the Planning Commissj to change the Low Medium Density to Medium High Density Drive between Elmwood Street and Pi0 Pic0 Drive. 7 on property generally located on the north side of Laguna 8 9 PASSED, APPROVED AND ADOPTED at a regular meeting of t: City of Carlsbad Planning Commission held on April 13, 1977, : 10 11 12 13 14 the following vote AYES: NOES : ABSTAIN : ABSENT : to wit: Commissioner Rombotis, Fikes, L'Heureux.
