A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING TO THE CITY COUNCIL, ADOPTION OF GENERAL PLAN AMENDMENT NO. 54, ADOPTING A NEW HOUSING ELEMENT
OF THE GENERAL PLAN OH THE CITY OF CARLSBAD. APPLICANT: CITY OF CARLSBAD

WHEREAS, the City Council, on March 6, 1979, directed th
preparation of a new Housing Element of the General Plan whic
would meet the requirements of State Law; and
WHEREAS, the City Council did appoint a nine-person Hous
Element Cltizen's Committee to review data and provide input
concerning the housing needs of the City of Carlsbad; and
WHEREAS, the Housing Element Citizen's Committee has met
as directed, revtewed the new Housing Element and approved th
new Housing Element; and
WHEREAS, an Environmental Impact Report was completed fo
the Housing Element which analyzed the potential effects on t
environment which Environmental Impact Report has been certif
by the City Council; and
WHEREAS, the Planning Commission did on January 23, 1980
February 6, 1980; March 5, 1980; March 26, 1980, and Septembe:
1980; hold a duly noticed public hearing as prescribed by law
to consider said amendment.

NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning
Commission of the City of Carlsbad as follows:
A) That the above recitations are true and correct.
B) That based on the evidence presented at the public hearir held on Janua-ry 23, 1980; February 6, 1980; March 6, 198( March 26, 1980, and September 24, 1980, and upon hearing and considering testimony and arguments, if any, of all persons who desi,red to be heard, said Commission finds tl

1) The goals and policies described in the Housing Element the intent of State Law;
3 of the General Plan;
4 3) The Housing Element is consistent with the future goals Carlsbad and is consistent with the other elements of t'
2) The Housing Element is a necessary and desirable compon,
5 General Plan;
6 C) That the Planning Commission recommends approval of the Housing Element, (GPA-54) attached as Exhibit ffA" dated 7
