A RESOLUTION OF THE PLANNIE.JG C0MII;IISSION OF THE
CITY OF CARLSBAD, C-ALIFORNIA, XEC0,XMENDING TO
THE CITY COUNCIL, ADOPTION OF GENERAL PLAN
AMENDMENT NO. 56, AMENDING THE PARKS AND RECRE-
ATION ELEMENT OF THE GENERAL PLAN OF THE CITY
COSTA AND CIPEATING ONE LARGE PARK.

a WHEREAS, a verified application for certain property,

generally located in La Costa as shown on attached Exhibit "1
and incorporated herein by reference, has been filed with thb
City of Carlsbad and referred to the Planning Commission; anc

WHEREAS, said verified application constitutes a requesl
as provided in Title 21 of the Carlsbad Municipal Code; and
WHEREAS, the Planning Commission did, on the 8th day of

October 1980, hold a duly noticed public hearing as prescribt
by law to consider said request: and
WHEREAS, at said public hearing, upon hearing and consic
ing all testimony and arguments, if any, of all persons desi:
to be heard, said Commission considered all factors relating I the General Plan Amendment and found the following facts and

reasons to exist:

26 2) Precise location and intensities of land use will. be su
ject to further review and controls through the require
27 ments of the zoning ordinance.

1) This amendment will not cause any significant adverse environmental impacts based on a finding of prior com-
pliance with EITC-307 certified by the City Council on
April 27, 1976. Any future development on amendment
area would require further environmental review.

3) The project is consistent with all city public facility
policies and ordinances since:
a) Sewer service is not required for this project
and subsequent development of the property will
requzre the availability of sewer service to
serve such development or building cannot occur.
4) This amendment is consistent with the City's existing
Parks and Recreation Element and with existing park
policy.
5) This amendment is consistent with all other elements of
the general plan.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commissic
the City of Carlsbad, as follows:
A) That the above recitations are true and correct.
B) That in view of the findings heretofore made and conside
the applicable law, the decision of the Planning Cornmiss
is to recommend APPROVAL of GPA-56 as represented on the attached Exhibit A, dated October 1, 1980
