A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING TO
THE CITY COUNCIL THAT THE MORATORIUM ON THE
PROCESSING OF PROJECTS FOR THE CONVERSION OF EXISTING STRUCTURES 'TO CONDOMINIUMS BE REPEALED.
WHEREAS, the Planning Commission did, on the 26th day of
November, 1980, hold a duly noticed public hearing as prescri
by law to consider said matter; and
WHEREAS, at said public hearing, upon hearing and consid
all testimony and arguments, if any, of all persons desiring
be heard, said Commission considered all factors relating to
matter.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning
Commission as follows:
A) That the above recitations are true and correct.
B) That based on the evidence presented at the public hearj
the Commission recommends to the City Council that the
moratorium on the processing of projects for the convers
of existing structures to condominiums be repealed and t the Council adopt Ordinance Number , attached hex
as Exhibit "A" based on the following findings:
Findings:
1) A study has been made by staff and has been considered I: the City Council regarding the issue of development reg- ulations for condominium conversion projects and the ef: said conversions have on the tenants of the project.
2) Based upon this study, the City Council decided to reta.
the city's existing development standards for condomini. conversions but to require financial relocation assista:
to be provided in order to reduce the impact of convers
on existing tenants.
3) This matter will not cause any significant environmenta impacts, and a declaration of negative environmental im has been issued by the Planning Director on October 29, and approved by the Planning Commission of November 26,
