A RESOLUTION OF THE PLANNING CONMISSION OF THE
CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING DENIAL OF A PROPOSED AMENDMENT TO THE GENERAL PLAN TO CHANGE THE LAND USE ELEMENT FROM RESIDENTIAL LOW
