PLANNING COMMISSION RESOLUTION NO. 1802
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING CERTAIN AMENDMENTS TO THE LAND USE ELEMENT OF THE GENERAL PLAN FOR PROPERTY LOCATED IN THE CARLSBAD SPHERE OF INFLUENCE.
WHEREAS, verified applications for amendments to the Gene
Plan designations and requirements for certain property locat
as shown on Exhibits "A" - 'IF", dated May 13, 1981, attached
incorporated herein, have been filed with the Planning Commis
sion; and
WHEREAS, said verified applications constitute requests f
amendment as provided in Title 21 of the Carlsbad Municipal C
and
WHEREAS, the Planning Commission did, on the 13th day of
1981, hold a duly noticed public hearing as prescribed by law
consider said requests; and
WHEREAS, at said public hearing, upon hearing, and consid
ing all testimony and arguments, if any, of all persons desir,
to be heard, said Commission considered all factors relating '
the General Plan Amendment and found the following facts and I
sons to exist regarding GPA-58(A), GPA-58(B), GPA- 58(D), GPA.
58(E), GPA-58(1) (in part) and GPA-58(J), as shown on Exhibit,
I'D", ''E" , and 'IF" respectively. 11 A 11 , 11 B 11 , 81 C 18 ,
Fi ndi ngs
1) The sites are physically suitable in size and shape to acc modate the proposed land use designations for reasons stal
in the staff report.
2) Uses allowed 'in the proposed land use designations are CON patible with surrounding land uses for reasons stated in t staff report.

3) That GPA-58(E) will clarify existing Land Use Element pol as stated in the staff report.
4) The projects are consistent with all city public facility policies and ordinances since:
a) Sewer service is not required for these projects and subsequent development of the property will require . availability of sewer service to serve such developments or construction cannot occur.
5) That approval of GPA-58(A, B, D, E, I and J) is consisten
with the State Housing Goal to facilitate the improvement development of housing to make adequate provision for the housing needs of all economic segments of the community because the result of these approvals will provide opport ties for increasing the number of housing units above exi! ing densities.
6) The proposed projects will not cause any significant advel environmental impacts since, based on the initial study tl Planning Department has prepared conditional negative declarations or negative declarations. Further environmental review will be required before development ( occur; and
WHEREAS, the Planning Commission found the following fact!
and reasons to exist regarding GPA-58(1) (in part) as shown on
Exhibit 'I€".
Findings
1) That increasing the density from Residential Low Medium Density to Residential Medium High Density north of Alfil Way would be inconsistent with the goals and policies of 1 Land Use Element as stated in the staff report.
2) That increasing the density north of Alfil Way would have adverse effect on single family residences in the area as described in the staff report.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission

their review.
