ZONE CODE AMENDMENT AMENDING TITLE 21, CHAPTER 21.07, 3
OF CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL OF A
SECTION 21.07.030(5) AND 21.07.120, CHAPTER 21.08,
4 SECTION 21.08.010(8) AND 21.08.100, CHAPTER 21.09, SECTION 21.09, SECTION 21.09.010(5) AND 21.09.190,
5 CHAPTER 21.10, SECTION 21.10.010(9) AND 21.10.100, TO ALLOW MOBILE HOMES TO BE LOCATED ON LOTS WITHIN THE

WHEREAS, the Planning Commission did, on the 10th day
June, 1981, hold a duly noticed public hearing as prescribed b)
to consider said request; and
WHEREAS, at said public hearing, upon hearing and cons
ing all testimony and arguments, if any, of all persons desirin
e heard, said Commission considered all factors relating to th'

11 I( NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning
I.8 t ission of the city of Carlsbad as follows:
) That the foregoing recitations are true and correct.
19 I B) That based on the evidence presented at the public hearing
"A" dated June 3, 1981, attached hereto and made a part he 20

Commission recommends APPROVAL of ZCA-136, according to Ex

23 1) Allowing mobile homes to be located on single family lots \
provide a more affordable a1 ternative to conventionally bu, 24 housing.
25 2) The proposed zone code amendments will implement Governmen,

3) The proposed development standards will assure that all ne' 27 homes located in a single family residential neighborhood 1 be compatible with the existing homes in the area.

4) That the project will not cause any significant environmer
impacts, and a Declaration of Negative Environmental Impat been issued by the Planning Director, dated June 7, 1981, approved by the Planning Commission on June 10, 1981.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Planning Commission of the city of Carlsbad, California, held (
10th day of June, 1981, by the following vote, to wit:
AYES: Chairman Marcus, Commissioners Rombotis, Farrow
NOES: None.
ABSENT: None.
Schlehuber, Jose, Friestedt and L'Heureux.
ABSTAIN: None.

SECTION 1: That Title 21, Ch'apters 21.07, 21.08, 21
and 21.10 of the Carlsbad Municipal Code are amended by the
addition of Sections 21.07.030(5); 21.08.010(8); 21.09.020(5)
and 21.10.010(9) respectively, each of which shall read as
follows:
"Mobilehomes certified under the National Mobilehome
Construction and Safety Standards Act of 1974 (42 U. S.C. Sect
540.1 et seq.) on a foundation system pu-rsuant to Section 1855
Df the State Health and Safety Code."'
SECTION 2: That Title 21, Chapters 21.07, 21.08, 21
and 21.10 of the Carlsbad Municipal Code are amended by the
2011 . addition of Sections 21.07.120, 21.08.100, 21.09.190 and
. 21 21.10.100 respectively, each of which shali read as

"Development standards. No one-family dwelling unit
whether it be conventionally built,.modular or a mobilehome,
shall be located on a lot in this zone unless such dwelling u
complies with the following development standards: (1) ' Each dwelling unit shall have a two car garage,
which is architecturally ix1tegrate.d with and has an. exterior
similar to the dwelling unit. . 3ich garage shall have a minin
.dimension of twenty feet square.
(2) All dwelling units shall have a permanent
foundation. For mobiiehomes a foundation system installed
pursuant to Section 18551 of the State Health and Safety Code
shall satisfy the requirements of this section.

(3) Exterior siding material shall be stucco, mason:
wood or brick unless an alternative exterior material is
approved by the Planning Director. The Planning Director may
approve a siding material other than those listed in this
secti.cn only if he finds that use of such material is in harmc
with other dwelling units in the neighborhood.
