PLANNING COMMISSION RESOLUTION NO. 1855
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING DENIAL
OF CERTAIN AMENDMENTS TO THE HOUSING ELEMENT OF THE
GENERAL PLAN FOR PROPERTY LOCATED IN THE CARLSBAD
SPHERE OF INFLUENCE
APPLICANT: CITY OF CARLSBAD

WHEREAS, the City Council did on the 28th day of October,
1980, approve the Housing Element of the General Plan; and
WHEREAS, the Housing Element was subsequently sent to the
State Department of Housing and Community Development (HCD) wh
it was denied certification; and
WHEREAS, the changes suggested by HCD were incorporated in
the Housing Element; and
WHEREAS, the Planning Commission did, on the 26th day of
August, 1981, hold a duly noticed public hearing as prescribed
law, to consider said changes; and
WHEREAS, at said public hearing, upon hearing and consider
all testimony and arguments, if any, of all persons desiring t
be heard, said Commission considered all factors relating to t
General Plan Amendment; and
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning
Commission as follows:
(A) That the foregoing recitations are true and correct.
(B) That based on the evidence presented at the public hearinc on August 26, 1981, and upon hearing and considering
testimony and arguments, if any, of all persons who desire to be heard, said commission finds that:
1. The existing Housing Element adequately reflects the
goals and policies of the citizens of Carlsbad.

2) The proposed changes as suggested by HCD are not
necessary to develop low and moderate income housing :
Carlsbad.
3 C) That the Planning Commission recommended denial of the Housing Element as revised, attached as Exhibit A, dated 4
PASSED, APPROVED AND ADOPTED at a regular meeting of the 5
July 30, 1981.
