That the Planning Commission finds and determines that the 23 Environmental Impact Report EIR 80-7 has been completed in 24 conformance with the California Environmental Quality Act, the state guidelines implementing said Act, and the provi- sions of Title 19 of the Carlsbad Municipal Code and that 1 Planning Commission has reviewed, considered and evaluated 25 the information contained in the report. 26 4. That the Environmental Impact Report EIR 80-7 as so amended and evaluated, is recommended for acceptance and certifica- 27 tion as the final Environmental Impact Report and that the 28 final Environmental Impact as recommended is adequate and L k a e 1 2 3 4 5 6 7 8 provides reasonable information on the project and all re; sonable and feasible alternatives thereto, including no pi ject. 5.
