L" .. - I1 e * 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 PLANNING COMMISSION RESOLUTION NO. 2002 A RESOLUTION OF THE PLANNING COMMISSION OF THE CI'I OF CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL OF AMENDMENT TO THE LAND USE ELEMENT OF THE GENERAL E FROM NON-RESIDENTIAL RESERVE (NRR) TO PLANNED INDI (PI) ON PROPERTY GENERALLY LOCATED ON THE NORTH SI PALOMAR AIRPORT ROAD APPROXIMATELY ONE MILE EAST C INTERSTATE 5. APPLICANT: HUNTINGTON BEACH CO. CASE NO: GPA-62 (A) WHEREAS, a verified application for an amendment General Plan designation and requirements for certain prop located as shown on Exhibits "A", dated August 25, 1982, a and incorporated herein, have been filed with the Planning Commission; and WHEREAS, said verified applicaitons constitute re amendment as provided in Title 21 of the Carlsbad Municipa and WHEREAS, the Planning Commission did, on the 2Stk August, 1982, hold a duly noticed public hearing as prescr law to consider said requests: and WHEREAS, at said public hearing, upon hearing, ar considering all testimony and arguments, if any, of all PC desiring to be heard, said Commission considered all factc relating to the General Plan Amendment. NOW, THEREFORE, BE IT RESOLVED by the Planning C' of the city of Carlsbad, as follows: A) That the above recitations are true and correct. B) That in view of the findings made and considering the applicable law, the decision of the Planning Commissi recommend APPROVAL of GPA-62(A), as described on Exhi dated August 25, 1982. 28 //// lb 6” .. b m 1 2 3 4 5 6 7 a 9 10; 11 12 13 14 15 16 17 18 19 I 20 21 22 23 24 25 26 27 28 ~ I Findings: 1) The site is physically suitable in size and shape to accommodate the proposed land use designation for reas stated in the staff report. 2) Uses allowed in the proposed, Planned Industrial, land designation are compatible with surrounding land uses reasons stated in the staff report. 3) The projects are consistent with all city public facil policies and ordinances since: a) Sewer service is not required for these projects a subsequent development of the property will requir availability of sewer service to serve such develol construction cannot occur. b) The applicant has agreed and is required by the inc of an appropriate condition to pay a public facilil Performance of that contract and payment of the fec enable this body to find that public facilities wi: available concurrent with need as required by the ( Plan. 4) An Environmental Impact Report has been prepared and tl: Planning Commission has recommended, by minute motion, certification of the EIR to the City Council. The Dra: Environmental Impact Report has been amended to includt comments and documents of those testifying at the publ: hearing and responses thereto. The Planning Commissio~ certifies that the Environmental Impact Report has beel completed in conformance with the California Environme~ Quality Act and the State guidelines and that the Plan] Commission has reviewed, considered and evaluated the information contained in the report.
