HomeMy WebLinkAbout1982-11-03; Planning Commission; Resolution 20396 5 I1 e 1 2 3 4 5 6 PLANNING COMMISSION RESOLUTION NO. 2039 A RESOLUTION OF THE PLANNING COMMISSION OF THE CI'I OF CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL OF AMENDMENT TO THE LAND USE ELEMENT OF THE GENERAL F FROM GOVERNMENTAL FACILITIES TO PLANNED INDUSTRIA1 AND DENIAL WITHOUT PREJUDICE OF AN AMENDMENT FROM SPACE TO PLANNED INDUSTRIAL FOR PROPERTY GENEMLLY LOCATED EAST OF EL CAMINO REAL AND NORTH OF PALOMA AIRPORT ROAD. Land Use "." Impact: The proposed project without adequate sh measures could render the UCSD radio-telescope, 11 on the Dawson-Los Monos Canyon Reserve, unusable. Mitigation: It is inevitable that developme: gradually encroach closer and closer to this eventually causing its relocation. Mitigation: All grading and site preparatior activities will be conducted in accordance wI City of Carlsbad grading regulations and the specific recommendations of a geotechnical consultant. Mitigation: All structures will be designed accordance with the seismic standards of the California Building Code. Mitigation: To minimize the short term impac increased erosion potential, all grading area suited for construction should be planted wit rapidly developing vegetation as soon after construct ion as practical. D) Hydrology Impact: Development will result in increased stor I water flows. Impact: Grading activities could accelerate soil erosion. Impact: Increased sediment loads can lead to clog of waterways, increased flooding problems, adverse aesthetic conditions and damage to habitat. Mitigation: The project area has been great1 reduced to minimize these impacts. Mitigation: A qualified archaeologist will determine the significance of the archaeolog deposits identified on the property through i program designed to investigate the site's e: depth and contents. Recommended testing wil' required in the specific plan or by a qualif archaeologist. F) Biological Resources - Impact- Development on the mesa will eliminate tl and endangered species of orcutt's brodiaea. Mitigation: The needs of the citizens of Ca: for centrally located public facilities inclL police and fire protection override this imp? Bulbs will be replanted if feasible. G) Circulation -~-___ Impact: The project will generate 9,300 trips pel on nearby roadways. Mitigation: The project has been significant reduced to mitigate this impact. Mitigation: The proposed project will incor] all recommendations and requirements of the ( Carlsbad Water Department and the Costa Real Municipal Water District when specific site I are evaluated. Mitigation: Development of the project will coordinated with construction of additional ~ treatment capacity. Mitigation: To help mitigate potential fire hazards, all development will conform with appropriate building and fire code specifica inc lud ing the f o 1 lowing : a. Installation of sprinkler systems i industrial buildings. b. Adequate street widths to insure fi fighting vehicle access. c. Use of fire retardant building mate d. Buffer areas of fire retardant vegetation. e. Adequate water pressure for fire fi purposes. K) Aesthetics " - Impact: The visual character of the site will be changed from semi-rural to urban. Mitigation: The specific plan can require a setbacks from the plateau edge.
