HomeMy WebLinkAbout1982-11-03; Planning Commission; Resolution 2041I h // e 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 I1 PLANNING COMMISSION RESOLUTION NO. 2041 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING APPROVi OF AN AMENDMENT TO THE LAND USE ELEMENT OF THE GENERAL PLAN TO INCLUDE THE CLASSIFICATIONS OF COMMUNITY PARKS AND SPECIAL RESOURCE AREAS FOR PROPERTY LOCATED WITHIN THE CARLSBAD SPHERE OF INFLUENCE. APPLICANT: CITY OF CARLSBAD CASE NO: GPA-64 (G) WHEREAS, a verified application of an amendment tc Land Use Element of the General Plan to include the classil cations of community parks and special resource areas for E located within the Carlsbad sphere of influence, has been 1 with the Planning Commission; and WHEREAS, said verified application constitutes rec amendment as provided in Title 21 of the Carlsbad Municipal and WHEREAS, the Planning Commission did, on the 27th October, 1982, and on the 3rd day of November, 1982, hold a noticed public hearing as prescribed by law to consider sai request; and WHEREAS, at said public hearing, upon hearing, and considering all testimony and arguments, if any, of all per desiring to be heard, said Commission considered all factor relating to the General Plan Amendment. NOW, THEREFORE, BE IT RESOLVED by the Planning Corn of the City of Carlsbad as follows: A) That the above recitations are true and correct. B) That in view of the findings made and considering the applicable law, the decision of the Planning Commissic recommend APPROVAL of GPA-64(G), as described on Exhik dated October 27, 1982. //// - I1 e e j/ 1 Findings: // 2 1) That GPA-64(G) will bring the Land Use Element into conformance with the newly adopted amendment to the Pa 3 Recreation Element of the General Plan. 4 5 6 7 8 9 10 11 2) That the environmental effects of this amendment have evaluated in conjunction with a larger project and prc certified documents and, therefore, a Notice of Prior Compliance was issued October 14, 1982. PASSED, APPROVED AND ADOPTED at a regular meeting Planning Commission of the city of Carlsbad, California, hc 27th day of October, 1982, and on the 3rd day of November, the following vote, to wit: AYES : Chairman Farrow, Commissioners Schlehubc Rombotis, Rawlins, Jose and Friestedt. 12 ABSENT: Commissioner Marcus. 13 NOES: None. Communitv Parks A ~~ Community parks are leisure facilities of 20 to 50 acres specifically designed to serve the broader recreational needs of several neighborhoods. They are best located ne$ major arterials and when possible, near junior and senior high schools. Additionally, they are intended to provide diversified activity, both active and passive to meet the needs of the populations surrounding them. The land use 1 indicates specific locations for Stagecoach Park and Alga Norte Community Park. The other community park locations indicated on the map are approximate and are intended as , planning tool. Based on projections of population and community needs, a community park site should be located the general vicinity shown. These park sites are anticipated to be dedicated and developed in conjunction with surrounding development. 9. Special-Resource Areas Special-Resource Areas are local amenities under the jurisdiction of the City of Carlsbad that have either cit: wide or potential regional significance. Although they a: usually greater than 100 acres in size, it is not size alc that makes them significant. Significance is found withi] each site's unique potential to attract users from a greai distance than a local facility. Consequently, the facilities offered at a special-resource area have a specialized use attractive to users locally and beyond. Designated special-resource areas, within the Carlsbad sphere of influence include: Buena Vista Lagoon Agua Hedionda Lagoon Batiquitos Lagoon State Beaches Macario Canyon Park Lake Calavera Rancho Carrillo IO. Special-Use Facility A special use facility is a local recreational facility 0: only one or two activity-type uses (tennis courts, pool, etc) and are generally 1-5 acres in size. Special use facilities may be developed and maintained by either private, public or joint-effort funding. These facilitie: may also be developed on school district property as a jo. effort with the school districts.
