A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING A ZONE CHP FROM R-I-lO,OOO TO COMMERCIAL TOURIST (CTQ) RESIDE PROFESSIONAL (R-PQ) AND OPEN SPACE (OS) ON PROPER'I
GENERALLY LOCATED ON THE SOUTH SIDE OF HIGHWAY 78
BETWEEN THE TWO HAYMAR DRIVE CUL-DE-SACS.

An Environmental Impact Report was prepared which ident impacts of the proposed project. These impacts can eit mitigated or overriding considerations exist as describ

insignificant level.
Traffic Circulation - Potential traffic impacts at E Road and El Camino Real can be reduced to an insignj level by the construction of turning lanes and medi: recommended in the EIR and in comments from the Citl Engineer.
Noise - No significant impacts are anticipated. The proposed land uses are less subject to any potential
impacts than the existing residential designation.
Air Quality - Identified significant adverse impactE cumulative in nature. Specific mitigation measures
reduce these impacts can be reviewed and implemented
approval of site development plans required by the C zone. Effective long term mitigation, however, can accomplished on a regional basis.
