I1 PLANNING COMMISSION RESOLUTION NO. 2079 2 3 4 5 A RESOLUTION OF THE PLANNING COMMISSION OF THE CIT OF CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL ON PROPERTY GENERALLY ON THE SOUTH SIDE OF HIGHWAY BETWEEN THE TWO HAYMAR DRIVE CUL-DE-SACS. Biological Resources - Project modifications to prel total of 29 acres of the riparian habitat and 18 ac' supporting natural habitat, especially along the no' perimeter of the riparian area, reduces the impacts identified in the EIR. The total loss of 3 acres o riparian habitat and additional supporting habitat, however? is still deemed to be an unmitigated signi adverse impact. g. Archaeological Resources - Preservation of the area adjacent to Highway 78 and in the southeastern corn preserve 3 of the identified sites, thereby reducin impacts identified in the EIR. Visual Aesthetics - Eliminating the majority of the development adjacent to Highway 78 will eliminate a potential "freeway strip effect." The addition of overlay zone and implementation of the other measur contained in the EIR reduces potential impacts to a insignificant level. i. Traffic Circulation - Potential traffic impacts at Road and El Camino Real can be reduced to an insigr level by the construction of turning lanes and medi recommended in the EIR and in comments from the Cit Traffic Engineer. j. Noise - No significant impacts are anticipated. Tl' proposed land uses are less subject to any potentiz impacts than the existing residential designation. k. Air Quality - Identified significant adverse impact cumulative in nature. Specific mitigation measures reduce these impacts can be reviewed and implementc approval of site development plans required by the lay zone.
