GENERALLY LOCATED IMMEDIATELY NORTH OF BATIQUITOS L, BETWEEN CARLSBAD BOULEVARD AND THE AT & SF RAILROAD APPLICANT: SAMMIS PROPERTIES CASE NO.: ZC-260 CHANGE FROM COUNTY A-70 TO RD-M-Q AND OS ON PROPERT' i5 II WHEREAS, a verified application for certain propert 7/lwit: 8 9 10 11 12 A portion of the west half of Section 33, Township 12 South, Range 4 West, San Bernardino Base and Mer in San Diego, CA. has been filed with the City of Carlsbad, and referred to th Planning Commission; and WHEREAS, said application constitutes a request as l3 11 provided by Title 21 of the Carlsbad Municipal Code: and 14 11 WHEREAS, the Planning Commission did on the 23rd da 151) February, 1983, hold a duly noticed public hearing as prescr l6 1) law to consider said request; and I? B) Agricultural Resources Impact: The proposed zone change would result in tk ultimate loss of 23 acres of agricultural land. Mitigation: Under the County and LAFCO guide1 the loss of agricultural lands is a significar impact. Under the City of Carlsbad interim agricultural policy, however, it is not. The of agricultural area is mitigated by the need housing in Carlsbad and by the agricultural preservation programs implemented by the Coast Commission. C) Traffic Circulation Impact: Traffic from the proposed zone change would a potential safety hazard due to the inadequate leng the southbound ramps at the Carlsbad Boulevard/Pontc interchange. Mitigation: The open space boundary has been relocated to include this bluff within the OPE space G) Visual Resources Impact: Exclusion of the bluffs from the open space will result in the potential impact of inadequate protection of this important visual component of Batiquitos Lagoon. Mitigation: The open space boundary has been relocated to include this bluff within the ope space. Impact: The density of 10-20 du/ac as allowed under Q zoning could result in the construction of a bulky conspicuous development in a recognized scenic area.
