PLANNING COMMISSION RESOLUTION NO. 2107
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL
OF AN AMENDMENT TO THE LAND USE ELEMENT OF THE GENERAL PLAN TO DESIGNATE PROPERTY FOR RESIDENTIAL
LOW DENSITY (RL), RESIDENTIAL LOW-MEDIUM DENSITY (RLM), OPEN SPACE (OS) AND NEIGHBORHOOD
COMMERCIAL (N) USES ON PROPERTY GENERALLY LOCATED
SOUTH OF OLIVENHAIN ROAD, EAST AND WEST OF RANCHO
SANTA FE ROAD.

WHEREAS, a verified application for an amendment to
General Plan designation for certain property located, as shc

WHEREAS, said verified applications constitute a req
for amendment as provided in Title 21 of the Carlsbad Municip
Code; and
WHEREAS, the Planning Commission did, on the 13th da

sidering all testimony and arguments, if any, of all persons
desiring to be heard, said Commission considered all factors
relating to the General Plan Amendment.

NOW, THEREFORE, BE IT HEREBY RESOLVED by the Plannint.
Commission of the City of Carlsbad, as follows:
A) That the above recitations are true and correct.
B) That in view of the findings made and considering the app: law, the decision of the Planning Commission is to recommc APPROVAL of GPA-67(D), as shown on Exhibit "Y'l, dated Apri
1983.

Impact: The proposed General Plan Amendment is cons to have significant impact on the attainment of acce] regional air quality by increasing the use of energy

B) Biological Resources
Impact: Development of the property will significant impact the grassland and chaparral communities and associated wildlife on the property.
Mitigation: The project has been changed to adopl increased open space. Preservation of additional space would reduce impacts to biological resource:
acceptable level.
C) Visual Aesthetics
Impact: Any future development of the subject proper
will have an unalterable effect upon the natural land
resulting from grading of pads and access roads.
Mitigation: Approval of the project would not, ir itself, result in the implementation of any develc plans. The subject property has been previously c mitted to residential development and urbanizatior

D) Archaeological Resources
Impact: Seven cultural resource sites may be impact
development on the subject property.
Mitigation: A testing program followed by excava
and documentation of the site, if warranted, will
performed.
E) Community Services
Impact: Schools that would serve the residents of t project site are currently over capacity. Although
districts would allow the additional student populat
attend the schools, a significant overcrowding probl
could occur.
Mitigation: School fees are currently being colll
to develop additional facilities. "Will serve" 11 are being issued following payment of school fees
F) Geology
Impact: Any development on the subject parcels will impacted by potential hazards resulting from possibll
landslides, secondary seismic effects and liquefactic
Mitigation: A detailed geotechnical study, prepa~ prior to development, would outline any special engineering measures that would be required.
G) Traffic
Impact: The project would generate approximately 20,
ADT as opposed to 8,900 ADT anticipated under existil use classifications, These trips will primarily affd Rancho Santa Fe Road north of Olivenhain Road and Olivenhain Road to the west.
Mitigation: Affected roadways will be impacted bl;
development with or without the project. The proj has been revised to eliminate the commercial segmc significantly decreasing expected traffic. Potent traffic impacts can be avoided by upgrading of Rar Santa Fe Road and Olivenhain Road at the time of d
elopment.
