A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY CARLSBAD, CALIFORNIA, DENYING AN INCREASE IN THE ALI DENSITY FOR A 27 UNIT APARTMENT PROJECT FROM 20 DU'! TO 29.3 DU'S/ACRE ON PROPERTY GENERALLY LOCATED AT
