Impact: Grading activities could accelerate soil erosion.
Impact: Increased sediment loads can lead to clogg:
waterways, increased flooding problems , adverse aesl conditions and damage to habitat.
Mitigation: The project area has been redt to stay out of natural watercourses to min: these impacts. The specific plan can requ: that grading only be permitted during the ( season, and that permanent landscape plant: are to be planted promptly after grading ic

Impact: The proposed project without adequate shie:
measures could render the UCSD radio-telescope, loci
on the Dawson-Los Monos Canyon Reserve, unusable.
Mitigation: It is inevitable that develop]
will gradually encroach closer and closer
this use, eventually causing its relocatio: specific plan is required for this subject
property and mitigation measures, such as
underground and installing electrical shie devices could be provided as part of the
specific plan.
placing electrical distribution lines
Impact: The project area could be subject to the h
of emergency aircraft landings.
Mitigation: The County of San Diego has c
zone property located just to the south of subject property which could be utilized f
emergency landings.

Impact: The proposed project and subsequent gradin
operations will result in permanent alterations to
existing natural terrain.
Mitigation: In accordance with mitigation
recommend in the EIR, the specific plan wi
require grading controls to minimize impac including creative building siting, follow

activities will be conducted in accordance
the City of Carlsbad grading regulations E
site specific recommendations of a geotech
consultant.
Impact: Removal of vegatation during grading activ
will expose underlying soils to increased potential
erosion by wind and water.
Mitigation: To minimize the short term in of increased erosion potential, all gradir
areas not suited for construction should k
planted with rapidly developing vegetatior soon after construction as practical, as required by the City Grading Ordinance.
Impact: Groundshaking could occur from seismic act
along one of the active fault zones in the region.
Mitigation: All structures will be desigr
accordance with the seismic standards of t California Building Code.
F) Biological Resources
Impact: Development of the project site could degr
existing riparian habitat
