A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY (
CARLSBAD, CALIFORNIA, DENYING A REQUEST FOR 11 1/2 F( HIGH NOISE ATTENUATION WALL ON PROPERTY GENERALLY LO( ON THE NORTHWEST CORNER OF 1-5 AND CHINQUAPIN AVENUE

WHEREAS, said verified application constitutes a rec
as provided by Title 21 of the Carlsbad Municipal Code; and
WHEREAS, the Planning Commission did, on the 22nd di
February, 1984, consider said request; and
WHEREAS, at said hearing, upon hearing and consider
testimony and arguments, if any, of all persons desiring to
heard, said Commission considered all factors relating to th
Planning Commission Determination; and 19 I
20 il NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planni
21 Commission as follows:
22 A) That the foregoing recitations are true and correct.
23 B) That based on the evidence presented at the public hear

1) The proposed 11 1/2 foot high wall is not necessary to

adequately attenuate sound because:
a) A six foot high wall would attenuate sound on the gr floor to levels consistent with HUD standards.

b) Both a six foot high and an 11 1/2 foot high wall wc still require balcony barriers to attenuate exterior
levels on balconies.

2) An 11 1/2 foot high wall would impact the visual environ of 1-5, as discussed in the staff report=
