II l PLAb?NING COMMISSION RESOLUTION NO, 2456 I 2 3 4 5 6 7 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL OF AN AMENDMEN TO THE LAND USE ELEMENT OF THE GENERAL PLAN FROM RH TO RH (8) AND RPlH TO ENH (B) AND AMENDING PAGE 24 OF THE LAND USE ELEMENT TEXT AFFECTING PROPERTY GENERALLY LOCATED WEST OF THE ATbSF RAILROAD RIGHT-OF-WAY, BETWEEN BUENA VISTA LAGOON TO THE NORTH AND AGUA HEDIONDA LAGOON TO THE SOUTH, I EXCEPTING THE VILLAGE REDEVELOPMENT AREA. APPLICANT: CITY OF CARLSBAD CASE NO , : GPA/LU 85-5 a WHEREAS, a verified application for an amendment to the 9 General Plan designation for certain property located, as shown on 10 /I Exhibit "1" and text amendments as shown on Exhibit "2", dated June I 11 12 13 14 15 16 17 18 19 20 26, 1985, attached and incorporated herein, have been filed with the Planning Commission; and WHEREAS, said verified applications constitute a request for amendment as provided in Title 21 of the Carlsbad Municipal Code; and WHEREAS, the Planning Commission did, on the 26th day of June, 1985, hold a duly noticed public hearing as prescribed by law to consider said request; WHEREAS, at said public hearing, upon hearing and considering all testimony and arguments, if any, of all persons I I l 21 I/ desiring to be heard, said Commission considered all factors z2 II relating to the General Plan Amendment. I 23 II NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning ~ 24 25 27 26 A) That the above recitations are true and correct. Commission of the City of Carlsbad, as follows: R) That in view of the findings made and considering the applicable law, the decision of the Planning Commission is to recommend APPROVAL of GPA/LU 85-5, as shown on Exhibits "1 VI and "2", dated June 26, 1985. 28 //// // 0 e 1 Findings: 2 1) Lowering the densities for residential development in the beac area will help to minimize future parking and traffic 3 congestion. I/ * 5 2) Lower density ranges will ensure that future development will be compatible with existing residences in the beach area. I 6 7 8 9 3) The proposed general plan amendment will enhance the public safety in the beach area. 4) This project will not cause any significant adverse impacts on the environment because a Negative Declaration was issued by the Land Use Planning Manager and approved by the Planning Commission on June 26, 1985. lo /I PASSED, APPROVED AND ADOPTED at a regular meeting of the I1 ll Planning Commission of the City of Carlsbad, California, held on the I2 // 26th day of June, 1985, by the following vote, to wit: I I-3 I! (ee) HIGH DENSITY (Beach) In the beach area, or that area bound by Agua Hedionda Lagoon to the south, Buena Vista Lagoon to the north, the AT&SF Railroad right-of-way to the east and the Pacific Ocean to the west, High density residential classification characterized by low rise condominium and apartment development, 15.1 to 23 dwelling units per gross acre. EXPLANATORY NOTE ON MEDIUM HIGH AND HIGH (Beach) DENSITY The MHD(B) and HI)(B) designations were created to promote compatible developrr,ent in existing residential neighborhoods that are transitioning from single family to multiple family development.
