HomeMy WebLinkAbout1986-07-30; Planning Commission; Resolution 2581L * 0 1 2 3 4 5 6 7 PLANNING COMMISSION RESOLUTION NO. 2581 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL OF AN AMENDMENT TO THE LAND USE ELEMENT OF THE GENERAL PLAN FROM RM, RESIDENTIAL MEDIUM 4-8 DU/AC TO RLM, RESIDENTIAL LOW MEDIUM 0-4 DU/AC ON PROPERTY GENERALLY LOCATED SOUTHWEST CORNER OF EL CAMINO REAL AND CHESTNUT AVENUE. I APPLICANT: CITY OF CARLSBAD ~ 1 CASE NO.: GPA/LU 86-5 WHEREAS, a verified application for an amendment to the 8 9 1.0 1.1 12 General Plan designation for certain property located, as shown on Exhibit "A", dated July 8, 1986, attached and incorporated herein, has been filed with the Planning Commission; and WHEREAS, said verified application constitutes a request for amendment as provided in Title 21 of the Carlsbad Municipal 13 14 15 July, 1986, hold 16 to consider said Code; and WHEREAS , the Planning Comm a duly noticed pub request; ission did, on the 30th day of lic hearing as prescribed by law 17 18 Commission of the.City of Carlsbad, as follows: z2 2K relating to the General Plan Amendment, 20 idesiring to be heard, said Commission considered all factors 1!3 considering all testimony and arguments, if any, of all persons WHEREAS, at said public hearing, upon hearing and NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning 23 2 4: 25 26 27 28 A) That the above recitations are true and correct. I31 That based on the evidence presented at the public hearing, thc Commission recommends APPROVAL of GPA/LU 86-5, as shown on Exhibit "A", dated July 8, 1986 attached hereto and made a part hereof, based on the following findings: //// //// //// 1 /I 9 * 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 :16 :17 :L 8 :I 9 2 0 2 1 22 2 3 2 4 i! 5 .?! 6 2: 7 28 Findings: I ~ 1) The site is physically suitable for the type and density of development allowed by the RLM, Residential Low Medium, 0-4 du/ac density range since this site is constrainted and the above-mentioned density range would allow a maximum of 16 dwelling units on this site. 2) The uses and densities allowed by the RLM, Residential Low Medium, 0-4 du/ac, General Plan designation will be compatible with existing and future surrounding land uses, since the properties to the south, east and west are designated and developed at a density of 0-4 du/ac. 3) The RLM, Residential Low Medium, 0-4 du/ac General Plan designation will still allow for the development of this site, but reduce the potential amount of traffic entering onto Chestnut Avenue and El Camino Real from awkward access points. 4) The RLM, Residential Low Medium, 0-4 du/ac, General Plan designation’s lower density range will make it easier to develop this property in a site-sensitive manner. 6) This project will not cause any significant environmental impacts and a Negative Declaration has been issued by the Planning Director on July 12, 1986 and approved by the Plannin3 Commission on July 30, 1986. PASSED, APPROVED AND ADOPTED at a regular meeting of the Planning Commission of the City of Carlsbad, California, held on the 30th day of July, 1986, by the following vote, to wit: ~ AYES: chairman Schlehuber , CcRlnrcissioners : McBane r Marcus, NOES: None e madden, Schrm, H~s & Hall.
