PLANNING COMMISSION RESOLUTION NO. 2589 I A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL OF AN AMENDMENT TO THE CARLSBAD LOCAL COASTAL PLAN DESIGNATIONS FOR CERTAIN PROPERTIES IN THE AREA COVERED BY THE SEAPOINTE-CARLSBAD LAND USE STUDY AS SHOWN ON EXHIBIT "B'l ON PROPERTY LOCATED IN CARLSBAD.
THIS AMENDMENT WOULD ALSO ADD AN OFFICE CATEGORY TO THE LOCAL COASTAL PLAN. APPLICANT: CITY OF CARLSBAD CASE NO.: LCPA 86-2
WHEREAS, California State law requires that the Local
Coastal Plan, General Plan and Zoning designations for properties
in the Coastal Zone be in conformance; j
WHEREAS, a verified application for an amendment to the '
Local Coastal Plan designations for certain property located, as
shown on Exhibit ''BI', dated July 30, 1986, attached and
incorporated herein, has been filed with the Planning Commission;

WHEREAS, said verified application constitutes a request
for amendment as provided in Title 21 of the Carlsbad Municipal
Code; and
WHEREAS, the Planning Commission did, on the 13th day of
August, 1986, hold a duly noticed public hearing as prescribed by
law to consider said request;
WHEREAS, at said public hearing, upon hearing and
considering all testimony and arguments, if any, of all persons
desiring to be heard, said Commission considered all factors
relating to the Local Coastal Plan Amendment.
WHEREAS, State Coastal Guidelines requires a six week
public review period for any amendment to the Local Coastal
Program. .

1 II NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning I
2 Commission of the City of Carlsbad, as follows:
3 A) That the above recitations are true and correct.
4 B) That based on the evidence presented at the public hearing, the Commission recommends APPROVAL of LCPA 86-2, as shown on
5 Exhibit "B" , dated July 30, 1986 attached hereto and made a part hereof based on the following findings:
6 C) At the end of the State mandated six week review period,
7 starting on August 13, 1986 and ending on September 24, 1986, staff shall present to the City Council a summary of
8 the comments received.
9 Findings :
It0 1) The proposed changes to the designations on the Local Coastal Plan will allow the subject properties to develop
It1 in accordance with their General Plan designations as detailed in the attached staff report.
'L2 2) The proposed changes to the designations on the Local Coastal Plan represent more appropriate land use :L3 designations for the reasons stated in the staff report.
IL4 3) The recommmended Local Coastal Plan Amendments to bring

Local Coastal Plan designations into conformance with the
Carlsbad General Plan are exempt from environmental review per Section 15265A1 of the California Environmental Quality
Act.
