APPLICANT: CITY OF CARLSBAD CASE NO: LCPA 86-1 q 6 7 8 9 1.0 WHEREAS, Calfornia State law requires that the Local Coastal Plan, General Plan and Zoning designations for properties in the Coastal Zone be in conformance; WHEREAS, a verified application for an amendment to the Local Coastal Plan designations for certain property located, as 1.1 12 shown on Exhibits 1fFl1 fIGf1, 11I!!, "Jf!, "KIl, rrUt1, 11v11, llwi', llyll, > IIAA1l-llEE1l, dated July 14, 1986, and Exhibits "N'I, "N-1" and "MM" 1.3 1.4 1.5 dated August 5, 1986, attached and incorporated herein, has been filed with the Planning Commission; and WHEREAS, said verified application constitutes a request 1.6 17 18 for amendment as provided in Title 21 of the Carlsbad Municipal Code; and WHEREAS, the Planning Commission did on the 30th day of 19 I I July, 1986 hold a duly noticed public hearing as prescribed by law to consider the proposed Local Coastal Plan Amendments shown on Exhibit "G", rrI", "K", "W", "Y", "AArl-IIDD1', dated July 14, 1986 20 21 22 23 and ; WHEREAS, the Planning Commission did on the 13th of 24 25 26 27 August, 1986 hold a duly noticed public hearing as prescribed by law to consider the Local Coastal Plan Amendments as shown on Exhibits 'IF" 2 "J", "U", "EE", dated July 14, 1986, and Exhibits "N" and "N-1" dated August 5, 1986; and 28 .I 1 2 3 4 5 6 7 a 9 10 11 12 13 1.4 15 , ' I I6 I 1 7 0 WHEREAS, the Planning Commission did on the 13th and 27th day of August, 1986, hold a duly noticed pblic hearing as prescribed by law to consider the Local Coastal Plan Amendment as shown on Exhibit "MM" dated August 5, 1986; and WHEREAS, at said public hearings, upon hearing and considering all testimony and arguments, if any, of all persons desiring to be heard, said Commission considered all factors relating to the Local Coastal Plan Amendment. WHEREAS, State Coastal Guidelines requires a six week public review period for any amendment to the Local Coastal Program. NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning i Commission of the City of Carlsbad, as follows: A) That the foregoing recitations are true and correct. Findings : 1) The proposed changes to the designations on the Local Coastal Plan accurately represent existing land use patterns on the subject properties for the reasons stated in the attached staff report. 2) The proposed changes to the designations on the Local Coastal Plan will allow the subject properties to develop in accordance with their existing General Plan designations as detailed in the attached staff report. //// PC RES0 NO. 2586 -2- .I e 0 1 2 3 4 5 6 7 8 9 110; It1 I! 2 113 It 4 1-5 3.6 1-7 3) The recommended Local Coastal Plan Amendments to bring Local Coastal Plan designations into conformance with the Carlsbad General Plan are exempt from environmental review per Section 1526581 of the California Environmental Quality Act. PASSED, APPROVED AND ADOPTED at a regular meeting of the Planning Commission of the City of Carlsbad, California, held on the 27th day of August, 1986, by the following vote, to wit: AYES : Chairman Schfehuber , Commissioners: Marcus , Schramm and Hall.
