A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CARLSBAD, CALIFORNIA, DENYING A
CONDITIONAL USE PERMIT TO CONSTRUCT AND OPERATE
A TEMPORARY BOYS & GIRLS CLUB ON PROPERTY
GENERALLY LOCATED ON THE EAST SIDE OF EL CAMINO
REAL, APPROXIMATELY 1000 FEET SOUTH OF CAMINO
VI DA ROBEL.
APPLICANT: BOYS & GIRLS CLUB OF CARLSBAD

WHEREAS, a verified application has been filed with the
City of Carlsbad and referred to the Planning Commission; and
WHEREAS, said verified application constitutes a request
lo I1 as provided by Title 21 of the Carlsbad Municipal Code; and
I1 I/ WHEREAS, pursuant to the provisions of the Municipal Code,

the Planning Commission did, on the 17th day of September, 1986,
hold a duly noticed public hearing to consider said application on
property described as:

page 11188 in Book of Parcel Maps on December 20, 1972 in
the County of San Diego, State of California,

22 (A) That the foregoing recitations are true and correct.
WHEREAS, at said hearing, upon hearing and considering all
testimony and arguments, if any, of all persons desiring to be
heard, said Commission considered all factors relating to CUP-296.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning
Commission of the City of Carlsbad as follows:

Commission DENIES CUP-296.

2) The proposed temporary location of the Boys & Girls Club
is unsuitable due to its location on a partially improved
section of El Camino Real, a prime arterial.

3) The location of the site could Cause motorists to attempt
to make illegal u-turns on El Camin0 Real to facilitate
dropping off and picking up children.
4) The BOYS & ~irls club has no way to prevent children from
walking or riding their bikes along El Camin0 Real to
access the site.
5) The site is adjacent to a flight activity zone of Palomar
Airport.
