PLANNING COMMISSION RESOLUTION NO. 2668
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
CARLSBAD, CALIFORNIA RECOMMENDING APPROVAL OF THE LOCAL
FACILITIES MANAGEMENT PLAN FOR ZONE 5 ON PROPERTY
VICINITY OF PALOMAR AIRPORT
APPLICANT: CITY OF CARLSBAD
DESIGNATED FOR NON-RESIDENTIAL DEVELOPMENT IN THE
CASE NO.: LOCAL FACILIITES MANAGEMENT PLAN - ZONE 5
WHEREAS, a verified application has been filed with the

City of Carlsbad and referred to the Planning Commission, and
adopting the Citywide Facilities and Improvements Plan 9
WHEREAS, the City Council passed Resolution No. 8797
10 establishing facility zones and performance standards for public
11 facilities, and
12 WHEREAS, the City Council passed Resolution NO. 9808

and 14
requiring the processing of a Local Facilities Management Plan,
WHEREAS, the Planning Commission did, on the 17th day of
16 3une, 1987, and on the 1st day of July, 1987, hold a duly noticed
17 public hearing as prescribed by law to consider said request; and
18
19 1 considering all testimony and arguments, if any, of all persons
20 desiring to be heard, said Commission considered all factors
21 relating to the Local Facilities Management Plan for Zone 5.
WHEREAS, at said public hearing, upon hearing and
22 NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning

Commission of the City of Carlsbad as follows:
B) That based on the evidence presented at the public hearing, 25
A) That the above recitations are. true and correct.
the Commission APPROVES Local Facilities Management Plan -
26 Zone 5, based on the following findings and subject to the following conditions:

Findings:
1) That the Local Facilities Management Plan for Zone 5 is
consistent with the Land Use Element, the Public Facilities
Element, and the other Elements contained in Carlsbad's
General Plan.
2) That the Local Facilities Management Plan for Zone 5 is
consistent with Section 21.90 of the Carlsbad Municipal Code
(Growth Management), and with the adopted Citywide Facilities
and Improvements Plan.
3) That the Local Facilities Management Plan and the conditions contained therein will promote the public safety and welfare
by ensuring that public facilities will be provided in
conformance with the adopted performance standards. ~
~ 4) The Local Facilities Management Plan will control the timing
and locations of growth by tying the pace of development to
the provision of public facilities and improvements.
5) The Plan will prevent growth unless public facilities and i services are available in conformance with the adopted
performance standards.

Conditions:
1) Approval is granted for Local Facilities Management Plan -
Zone 5 as contained in the Plan titled Local Facilities
Management Plan Zone 5, dated 3une 17, 1987, attached hereto,
and incorporated herein by reference.

1 I1 PASSED, APPROVED AND ADOPTED at a regular meeting of the
2 II Planning Commission of the City of Carlsbad, California, held on
3 II the 1st day of 3uly, 1987, by the following vote, to Wit:
4 ll AYE.5: Chairman Marcus, Commissioners Schlehuber,
Schramm, Hall, Holmes, McFadden and McBane.
