PLANNING COMMISSION RESOLUTION NO. 2698
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA RECOMMENDING APPROVAL OF THE LOCAL FACILITIES MANAGEMENT PLAN FOR ZONE 19 ON PROPERTY GENERALLY LOCATED SOUTH OF PALOMAR AIRPORT
ROAD AND WEST OF EL CAMINO REAL, EXTENDING DOWN TO THE SOUTHERN BOUNDARY OF THE CITY.

adopting the Citywide Facilities and Improvements Plan 9
WHEREAS, the City Council passed Resolution No. 8797 8
City of Carlsbad and referred to the Planning Commission, and 7
WHEREAS, a verified application has been filed with the

establishing facility zones and performance standards for public
facilities, and
12 WHEREAS, the City Council passed Resolution No. 9808

WHEREAS, the Planning Co-mission did, on the 4th day of 15

requiring the processing of a Local Facilities Management Plan,
relating to the Local Facilities Management Plan for Zone 19. 21
desiring to be heard, said Commission considered all factors 20
1 considering all testimony and arguments, if any, of all persons 19
WHEREAS, at said public hearing, upon hearing and 18
by law to consider said request; and 17
November, 1987, hold a duly noticed public hearing as prescribed
22 NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning

'Commission of the City of Carlsbad as follows:
A) That the above recitations are true and correct.

B) That based on the evidence presented at the public hearing,
the Commission APPROVES Local Facilities Managenent Plan - Zone 19, based on the following findings and subject to the
following conditions:

1 ll Findings:
A 1 ) That the Local Facilities Management Plan for Zone 19 is
2 consistent with the Land Use Element, the Public Facilities Element, and the other Elements contained in Carlsbad's
3 General Plan.
4 2) That the Local Facilities Management Plan for Zone 19 is consistent with Section 21.90 of the Carlsbad Municipal Code
Facilities and Improvements Plan. 5 (Growth Management), and with the adopted Citywide

3) That the Local Facilities Management Plan for Zone 19 and
the conditions contained therein will promote the public
safety and welfare by ensuring that public facilities will be provided in conformance with the adopted performance
standards.
4) The Local Facilities Management Plan for Zone 19 will
control the timing and locations of growth by tying the pace
of development to the provision of public facilities and improvements.
5) The Local Facilities Management Plan for Zone 19 will
prevent growth unless public facilities and services are
available in conformance with the adopted performance standards.
6) That a Negative Declaration was issued for this project on
October 2, 1987 and that the Local Facilities Management Plan will help to mitigate impacts identified in EIR 83-
2(A) *

3.8 1 1) Approval is granted for Local Facilities Management Plan -
Zone 19 as contained in the Plan titled Local Facilities
hereto, and incorporated herein by reference.
