HomeMy WebLinkAbout1987-11-12; Planning Commission; Resolution 2687"+ II 0 0 I 1 2 3 4 5 6 7 a PLANNING COMMISSION RESOLUTION NO. 2687 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL OF A ZONE CHANGE FROM R-1-7500 SINGLE FAMILY RESIDENTIAL 7500 SQUARE FOOT MINIMUM LOT SIZE TO RDM-Q, RESIDENTIAL DENSITY MULTIPLE WITH A QUALIFIED OVERLAY ON PROPERTY SURROUNDED BY CHINQUAPIN AVENUE, ADAMS STREET, AND HARRISON STREET. APPLICANT: CITY OF CARLSBAD CASE NO. : ZC 87-3 WHEREAS, a verified application for certain property, to wit: 9 Portion of Tract 238 of Thum Lands, according 10; to Map 1681, 11 12 has been filed with the City of Carlsbad, and referred to the relating to the Zone Change: and 21 desiring to be heard, said Commission considered all factors 20 1 considering all testimony and arguments, if any, of all persons 19 WHEREAS, at said public hearing, upon hearing and 18 hearing as prescribed by law to consider said request; and 17 the 12th day of November, 1987, hold a duly noticed public 16 WHEREAS, the Planning Commission did on the 4th and on 15 provided by Title 21 of the Carlsbad Municipal Code; and 14 WHEREAS, said application constitutes a request as 13 Planning Commission; and 22 25 A) That the foregoing recitations are true and correct. 24 Commission as follows: 23 NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning 26 B) That based on the evidence presented at the public hearing, the Commission recommends APPROVAL of ZC 87-3, as shown on Exhibit rlArl, dated September 30, 1987, attached hereto and made a part hereof based on the following findings: 27 28 . 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 I 20 21 22 23 24 25 26 27 28 I l e 0 Findinss: 1. The proposed Zone Change will bring the designations on the General Plan, Zoning Map, and Local Coastal Plan into conformance since RDM-Q is the implementing zone for the RM, Residential Medium, General Plan designation. 2. The recommended Zone Change is appropriate for the site because the Q overlay will require approval of a Site Development Plan which will ensure that development on these properties will not adversely impact existing residences on adjacent properties. 3. This project will not cause any significant environmental impacts and a Negative Declaration has been issued by the Planning Director on October 2, 1987 and recommended for approval by the Planning Commission on November 12, 1987. Conditions: 1.
