HomeMy WebLinkAbout1987-11-12; Planning Commission; Resolution 26881 2 3 4 5 6 7 0 e PLANNING COMMISSION RESOLUTION NO. 2688 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL OF AN AMENDMENT TO THE CARLSBAD LOCAL COASTAL PLAN TO BRING THE DESIGNATIONS ON THE LOCAL COASTAL PLAN, GENERAL PLAN, AND ZONING MAP INTO CONFORMANCE ON PROPERTY SURROUNDED BY CHINQUAPIN AVENUE, ADAMS STREET, AND HARRISON STREET APPLICANT: CITY OF CARLSBAD CASE NO.: LCPA 87-1 (LCPA 87-2G) 8 WHEREAS, California State law requires that the Local 9 Coastal Plan, General Plan, and Zoning designations for 10 .properties in the Coastal Zone be in conformance; 11 WHEREAS, a verified application for an amendment to the 12 15 incorporated herein, has been filed with the Planning Commission; 14 shown on Exhibit *@A*@, dated September 30, 1987, attached and 13 Local Coastal Plan designations for certain property located, as Code: and 18 for amendment as provided in Title 21 of the Carlsbad Municipal 17 WHEREAS, said verified application constitutes a request 16 and 19 I WHEREAS, the Planning Commission did on the 4th and on 2o 21 the 12th day of November, 1987, hold a duly noticed public WHEREAS, State Coastal Guidelines requires a six week 27 relating to the Local Coastal Plan Amendment. 26 desiring to be heard, said Commission considered all factors 25 considering all testimony and arguments, if any, of all persons 24 WHEREAS, at said public hearing, upon hearing and 23 Caastal Plan Amendments shown on Exhibit "A@@, and; 22 hearing as prescribed by law to consider the proposed Local 28 /I 0 0 I 1 2 3 4 5 6 7 8 9 10: 11 12 13 14 15 16 17 18 19 i 20 21 22 23 24 25 26 27 28 public review period for any amendment to the Local Coastal Program. NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning Commission of the City of Carlsbad, as follows: A) That the foregoing recitations are true and correct. B) At the end of the State mandated six week review period, starting on November 12, 1987, and ending on December 22, 1987, staff shall present to the City Council a summary of the comments received. C) That based on the evidence presented at the public hearing, the Commission recommends APPROVAL of LCPA 87-1 (LCPA 87-2G) as shown on Exhibit I1AtV, dated September 30, 1987, attached hereto and made a part hereof based on the following findings : Findinss : 1. The recommended Local Coastal Plan Amendment will bring the designations on the General Plan, Local Coastal Plan, and Zoning Map into conformance as required by State law. 2. The recommended changes will allow for the creation of a buffer area between higher density multiple family development along Harrison Street and single family development along Adams Street. 3.
