A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL OF A ZONE CODE
AMENIMEJ.W, AMENJIING TITLE 21, CHAPTERS 04,42 AND 53,
OF THE CARLSBAD MUNICIPAL CODE,
TO ALLOW RECYCLING FACILITIES WITH1 M THE CITY OF
CARLSBAD.
APPLICANT: CITY OF CARLSBAD
CASE NO.: ZCA 87-2
I WHEREAS, the Planning Commission did, on the 16th day of
I December, 1987, hold a duly noticed public hearing as prescribed
by law to consider said request; and
WHEREAS, at said public hearing, upon hearing and
considering all testimony and arguments, if any, of all persons
desiring to be heard, said Commission considered all factors
relating to the Zone Code Amendment.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning
Commission as follows:
A) That the above recitations are true and correct.
B) That based on the evidence presented at the public hearing,
the Commission recommends APPROVAL of ZCA 87-2, according to
Exhibit "A", dated November 12, 1987, attached hereto and
made a part hereof, based on the following findings:
/Findings:
1 ) The proposed Zone Code Amendment substantially conforms to
the model zoning ordinance and local government guidelines
developed by the State Division of Recycling for
implementation of PRE Section 14500 et. seq.
"
2) The proposed Zone Code Amendment will provide necessary
regulation to assure the health, safety and general welfare of Carlsbad's citizens.
3) The proposed Zone Code Amendment will not cause any
significant environmental impacts and a Negative Declaration
has Seen issued by the Planning Director on November 18, 1987
and approved by the Planning Commission on
December 16, 1987.

PASSED, APPROVED AND ADOPTED at a regular meeting of the

Planning Commission of the City of Carlsbad, California, held on
the 16th day of December, 1987, by the following vote, to
