PLANNING COMMISSION RESOLUTION NO. 2710
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
CARLSBAD, CALIFORNIA RECOMMENDING APPROVAL OF THE LOCAL FACILITIES MANAGEMENT PLAN FOR ZONE 11 ON PROPERTY GENERALLY LOCATED EAST OF RANCHO SANTA FE ROAD TO THE
CITY LIMITS, AND THE UNDEVELOPED AREA EAST OF EL FUERTE STREET, SOUTH OF ALGA ROAD, WEST OF MEIJiOSE AVENUE AND
RANCHO SANTA FE ROAD AND NORTH OF CADENCIA STREET. APPLICANT: ZONE 11 PROPERTY OWNERS CASE NO.: LOCAL FACILITIES MANAGEMENT PLAN - ZONE 11
WHEREAS, a verified application has been filed with the City
of Carlsbad and referred to the Planning Commission, and
WHEREAS, the City Council passed Resolution No. 8797 adopting
the 1986 Citywide Facilities and Improvements Plan establishing
facility zones and performance standards for public facilities,
and
WHEREAS, the City Council adopted Ordinance No. 9808
requiring the processing of a Local Facilities Management Plan,
and
WHEREAS, the City Council adopted Ordinance No. 8110 and 9829
implementing Proposition E approved on November 4, 1986 by the
citizens of Carlsbad, and
WHEREAS, the Planning Commission did, on the 20th day of
January, 1988, hold a duly noticed public hearing as prescribed
by law to consider said request; and
WHEREAS, at said public hearing, upon hearing and considering
all testimony and arguments, if any, of all persons desiring to
be heard, said Commission considered all factors relating to the
Local Facilities Management Plan for Zone 11.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning
Commission of the City of Carlsbad as follows:

A) That the above recitations are true and correct.
B) That based on the evidence presented at the public hearing, the Commission recommends APPROVAL of Local Facilities Management Plan - Zone 11, based on the following findings

12 and welfare by ensuring that public facilities will be provided in conformance with the adopted performance
13 standards.
14 4) The Local Facilities Management Plan for Zone 11 will control the timing and locations of growth by tying the pace of
15 development to the provision of public facilities and improvements.
2) That the Local Facilities Management Plan for Zone 11 is consistent with Section 21.90 of the Carlsbad Municipal Code (Growth Management) , as amended by Ordinance 9829 and with the adopted 1986 Citywide Facilities and Improvement Plan.

5) The Local Facilities Management Plan for Zone 11 will prevent growth unless public facilities and services are available in conformance with the adopted performance standards.
The Local Facilities Management Plan for Zone 11 will not
cause any significant environmental impacts. The plan is a public facilities planning document that implements Carlsbad f s General Plan. The plan makes generalized projections as to the demand for and supply of public facilities, and outlines the provision of adequate public facilities concurrent with estimated demands. The plan recognizes that CEQA review will be required prior to initialization of any public or private project that is generally discussed in the plan. A Negative Declaration has been issued by the Planning Director on December 11, 1987 and recommended for approval by the Planning Commission on January 20, 1988.

1 7) Local Facility Management Zone 11 has received a dwelling
2 unit transfer in the amount of 179 units from Local Facility Management Zone 12.

8) Local Facility Management Zone 11 has been conditionally approved to receive a dwelling unit transfer of 206 units from Local Facility Management Zone 10 at the time the Local
Facilities Management Plan for Zone 10 is prepared and
approved.
Conditions:
1) Approval is granted for Local Facilities Management Plan- Zone 11 as contained in the Plan titled Local Facilities Management Plan Zone 11, dated January 20, 1988, attached hereto, and incorporated herein by reference.

2) Approval is granted for Local Facilities Management Plan for Zone 11 provided that language shall be added which notices all parties that dwelling units have been transferred into this zone.
