HomeMy WebLinkAbout1988-02-17; Planning Commission; Resolution 2713t ii m 0 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 PLANNING COMMISSION RESOLUTION NO. 2713 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA RECOMMENDING THAT THE CITY COUNCIL ADOPT THE ARCHITECTURAL STANDARDS PREPARED BY THE FIRM OF CORBIN, YAMAFUJI AND PARTNERS, INC. WHEREAS, based on the recommendations of the Citizen's Committee to Review the Land Use Element of the Carlsbad General Plan, the City Council directed staff to hire a consultant to prepare Architectural Standards for the City; and WHEREAS, the firm of Corbin, Yamafuji and Partners, Inc., has prepared Architectural Standards for the City of Carlsbad; and WHEREAS, the Planning Commission did on the 17th day of February, 1988, hold a duly noticed public hearing as prescribed by law to consider said request; and WHEREAS, at said public hearing, upon hearing and considering all testimony and arguments, if any, of all persons desiring to be heard, said Commission considered all factors relating to the proposed Architectural Standards. NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning Commission of the City of Carlsbad, as follows: A) That the above recitations are true and correct. B) That based on the evidence presented at the public hearing, the Commission recommends that the City Council approve the Architectural Standards based on the following findings: ... ... ... ... 1 0 e Findinss: 1 2 3 1) The proposed Architectural Standards fulfill the recommendation of the Citizen's Committee to examine alternatives for establishing architectural review to ensure quality and integrity of design. The proposed Architectural Standards do not mandate a particular architectural style, but provide ample guidance so that good architectural principles are utilized in the design of projects. 4 2, 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 3) The proposed Architectural Standards provide sufficient background to allow the Planning Director, Design Review Board, Planning Commission or City Council to review the architecture of a proposed project. 4) This project will not cause any significant environmental impacts and a Negative Declaration has been issued by the Planning Director on December 30, 1987 and recommended for approval by the Planning Commission on February 17, 1988. In approving this Negative Declaration the Planning Commission has considered the initial study and staff's analysis. Since the project was administrative in nature and by itself had no environmental impacts and no mitigation measures were required. In addition no written comments were received regarding this Negative Declaration. ... ... ... ... ... ... ... ... ... ... ". ...
