PLANNING COMMISSION RESOLUTION NO. 2734
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF CARLSBAD, CALIFORNIA, DENYING SITE DEVELOPMENT
PLAN NO. SDP 87-9 TO CONSTRUCT A TWO UNIT
CONDOMINIUM ON PROPERTY GENERALLY LOCATED AT 3376
GARFIELD STREET
APPLICANT: REISER-OWN
CASE NO: SDP 87-9
WHEREAS, a verified application has been filed with the
City of Carlsbad and referred to the Planning Commission: and
WHEREAS, said verified application constitutes a request
as provided by Title 21 of the Carlsbad Municipal Code: and
WHEREAS, pursuant to the provisions of the Municipal
Code, the Planning Commission did, on the 18th day of May, 1988,
considered said request on property described as:
Southwesterly half of Tract No. 217 of THUM Lands, City of Carlsbad, County of San Diego, according to Map thereof No. 1681.
WHEREAS, at said public hearing, upon hearing and
considering all testimony and arguments, if any, of all persons
desiring to be heard, said Commission considered all factors
relating to SDP 87-9. NOW, THEREFORE, BE IT HEREBY RESOLVED by
the Planning Commission of the City of Carlsbad as follows:
A) That the foregoing recitations are true and correct.
B) That based on the evidence presented at the public hearing,
the Commission DENIES SDP 87-9, based on the following
findings and subject to the following conditions:
Findinqs :
1. The architecture of the proposed project is not compatible with surrounding development because the
building mass is large, boxy, and does not relate to
pedestrian traffic.

2. The project design is not consistent with the Beach Area
Overlay Zone and the recommendations of the North Beach
Planning and Traffic Study because the proposed structure
reflects a large, monolithic building rather than a small
scale image. In addition, the building is not stepped
back from the street and has little vertical, horizontal,
and roof articulation of the building face.
3. The proposed project does not comply with the recreational
area requirements of the planned development ordinance.

the 18th day of May, 1988, by the following vote, to wit:
AYES: Chairperson McFadden, Commissioners: Hall, Holmes,
NOES : None.
ABSENT: None.
Marcus, Schlehuber and Schramm.
ABSTAIN: None.
