SDP 87-6, TO DEVELOP A THREE UNIT APARTMENT PROJECT ON PROPERTY GENERALLY LOCATED ON THE EAST SIDE OF CARLSBAD BOULEVARD BETWEEN CHERRY AND JUNIPER AVENUES. APPLICANT: BABCOCK CASE NO: SDP 87-6 6 of Carlsbad and referred to the Planning Commission: and 7 WHEREAS, a verified application has been filed with the City 8 WHEREAS, said verified application constitutes a request as g provided by Title 21 of the Carlsbad Municipal Code: and 10 WHEREAS, pursuant to the provisions of the Municipal Code, 11 considered said request on property described as: 12 the Planning Commission did, on the 21st day of September, 1988, 13 14 Lot 0, Block 2, Carlsbad Boulevard, Carlsbad, California WHEREAS, at said public hearing, upon hearing and l5l1 considering all testimony and arguments, if any, of all persons 16 17 18 19 20 21 22 23 24 25 26 27 desiring to be heard, said Commission considered all factors relating to Site Development Plan 87-6. NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning Commission of the City of Carlsbad as follows: A) That the foregoing recitations are true and correct. B) That based on the evidence presented at the public hearing, the Commission DENIES without prejudice SDP 87-6, based on the following findings: Findinss: 1. The proposed apartment project does not comply with the development standards and design guidelines of the Beach Area Overlay Zone because: (1) the open visitor parking spaces are not setback the required minimum five feet from the building, (2) the proposed structure reflects a large, monolithic building rather than a small scale structure, 28 - I1 0 * 1 2 3 4 5 6 7 8 and (3) the building is not stepped back from the street, and has little vertical horizontal and roof articulation of the building face. 2. Because of the structure's mass and stark appearance, other Beach Area design goals regarding pedestrian orientation and preservation of views through the site have not been complied with. 3. The proposed project exceeds the growth control point of 19 du/acre and does not incorporate adequate design features and amenities to justify approval above the Growth Control Point. 4. The project applicant has not been able to obtain an adequate site access. 9 PASSED, APPROVED, AND ADOPTED at a regular meeting of the 10 the 21st day of September, 1988, by the following vote,, to wit: 11 Planning Commission of the City of Carlsbad, California, held on 12 AYES : Chairperson McFadden, Commissioners: Hall, Schramm, Marcus, Schlehuber, Erwin and Holmes. 13 14 15 16 17 18 SBAD PLANNING COMMISSION NOES : None.
