CALIFORNIA, RECOMMENDING APPROVAL OF THE LOCAL FACILITIES A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD,
MANAGEMENT PLAN FOR ZONE 22 ON PROPERTY GENERALLY LOCATED SOUTH
LAGOON. APPLICANT: RICK ENGINEERING COMPANY 5 1, CASE NO.: LOCAL FACILITIES MANAGEMENT PLAN - ZONE 22 I! ; 11 WHEREAS, a verified application has been filed with the City of Carlsbad
,1 and referred to the Planning Commission, and

WHEREAS, the City Council passed Resolution No. 8797 adopting the 1986
Citywide Facilities and Improvements Plan establishing facility zones and
performance standards for public facilities, and
WHEREAS, the City Council adopted Ordinance No. 9808 requiring the

processing of a Local Facilities Management Plan, and
WHEREAS, the City Council adopted Ordinance No. 8110 and 9829
implementing Proposition E approved on November 4, 1986 by the citizens of
Carl sbad, and
WHEREAS, the Planning Commission did, on the 19th day of October, 1988,
hold a duly noticed public hearing as prescribed by law to consider said
request; and
19 ! WHEREAS, at said public hearing, upon hearing and considering all

testimony and arguments, if any, of all persons desiring to be heard, said
Commission considered all factors relating to the Local Facilities Management
P1 an for Zone 22.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning Commission as

27 Commission recommends APPROVAL of Local Facil i ties Management P1 an - Zone
22, based on the following findings and subject to the following
28 conditions:
A) That the above recitations are true and correct.
B) That based on the evidence presented at the pub1 i c hearing, the

1) That the Local Faci 1 i ties Management P1 an for Zone 22 is consistent with the Land Use Element, the Public Facilities Element, and the other

2) That the Local Facilities Management Plan for Zone 22 is consistent with Section 21.90 of the Carlsbad Municipal Code (Growth Management), as amended by Ordinance No. 8110 and Ordinance No. 9829 and with the adopted 1986 Citywide Facilities and Improvement Plan.
3) That the Local Facilities Management Plan for Zone 22 and the conditions contained therein will promote the publ ic safety and welfare by ensuring that public facilities will be provided in conformance with the adopted performance standards.
9 4) The Local Facilities Management Plan for Zone 22 will control the timing and 1 ocations of growth by tying the pace of development to the provision
