HomeMy WebLinkAbout1988-10-19; Planning Commission; Resolution 2785._ e 0, 1 PLANNING COMMISSION RESOLUTION NO. 2785 2 3 4 5 6 7 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, DENYING AN AMENDMENT TO THE LAND USE ELEMENT OF THE GENERAL PLAN FROM RESIDENTIAL MEDIUM DENSITY (RM) AND NONRESIDENTIAL RESERVE (NRR) TO OPEN SPACE (OS) AND NRR ON PROPERTY GENERALLY LOCATED ON THE SOUTH SIDE OF CANNON ROAD, EAST OF PASEO DEL NORTE NORTH OF PALOMAR AIRPORT ROAD. APPLICANT: CARLTAS DEVELOPMENT COMPANY CASE NO.: GPA/LU 88-2 8 WHEREAS, a verified application for an amendment to the 9 lo General Plan designation for certain property located, as shown 15 Code; and l4 for amendment as provided in Title 21 of the Carlsbad Municipal l3 WHEREAS, saidverified application constitutes a request 12 11 on Exhibit #*Dl1, dated October 19, 1988, attached and incorporated desiring to be heard, said Commission considered all factors 2o considering all testimony and arguments, if any, of all persons 19 WHEREAS, at said .public hearing, upon hearing and 18 by law to consider said request; I? of October, 1988, hold a duly noticed public hearing as prescribed l6 WHEREAS, the Planning Commission did, on the 19th day 21 22 23 24 A) That the above recitations are true and correct. 25 herein, has been filed with the Planning Commission; and relating to the General Plan Amendment. The recommended General Plan Amendment from Residential Medium (RM) and Nonresidential Reserve (NRR) to Open Space (OS) and NRR is inappropriate because the Open Space proposed is not in the best location to meet the Open Space needs of the Community. 2. The land uses as proposed are not consistent with General Plan goals and policies emphasizing the need to preserve or protect the City's ridges and hillsides. 3. The location of proposed developable areas are highly visible and may create major impacts on the 1-5 corridor and other scenic roads contrary to adopted goals and policies.
