A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF CARLSBAD, CALIFORNIA, DENYING AN
AMENDMENT TO THE LAND USE ELEMENT OF THE
GENERAL PLAN FROM RESIDENTIAL MEDIUM DENSITY
(RM) AND NONRESIDENTIAL RESERVE (NRR) TO OPEN
SPACE (OS) AND NRR ON PROPERTY GENERALLY
LOCATED ON THE SOUTH SIDE OF CANNON ROAD,
EAST OF PASEO DEL NORTE NORTH OF PALOMAR
AIRPORT ROAD. APPLICANT: CARLTAS DEVELOPMENT COMPANY CASE NO.: GPA/LU 88-2

Findinss :
1. The recommended General Plan Amendment from Residential
Medium (RM) and Nonresidential Reserve (NRR) to Open Space
(OS) and NRR is inappropriate because the Open Space
proposed is not in the best location to meet the Open Space
needs of the Community.
2. The land uses as proposed are not consistent with General Plan goals and policies emphasizing the need to preserve or
protect the City's ridges and hillsides.
3. The location of proposed developable areas are highly
visible and may create major impacts on the 1-5 corridor and
other scenic roads contrary to adopted goals and policies.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the

Planning Commission of the City of Carlsbad, California, held on
the 19th day of October, 1988, by the following vote, to wit:
