PLANNING COMMISSION RESOLUTION NO. 2806
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL OF THE LOCAL FACILITIES MANAGEMENT PLAN FOR ZONE 8 ON PROPERTY GENERALLY LOCATED SOUTH OF PARK DRIVE, WEST OF EL CAMINO REAL, NORTH OF PALOMAR AIRPORT ROAD, AND EAST OF INTERSTATE 5. APPLICANT: KAUFMAN AND BROAD CASE NO.: LOCAL FACILITIES MANAGEMENT PLAN - ZONE 8
WHEREAS, a verified application has been filed with the City of Carlsbad
and referred to the Planning Commission, and
WHEREAS, the City Council passed Resolution No. 8797 adopting the 1986
Citywide Facilities and Improvements Plan establishing facility zones and
performance standards for public facilities, and
WHEREAS, the City Council adopted Ordinance No. 9808 requiring the
processing of a Local Facilities Management Plan, and
WHEREAS, the City Counci 1 adopted Ordinance No. 8110 and 9829
implementing Proposition E approved on November 4, 1986 by the citizens of
Carl sbad, and
WHEREAS, the Planning Commission did, on the 21st day of December 1988,
hold a duly noticed public hearing as prescribed by law to consider said
request; and
WHEREAS, at said public hearing, upon hearing and considering a11
testimony and arguments, if any, of all persons desiring to be heard, said
Commission considered all factors relating to the Local Facilities Management
P1 an for Zone 8.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the P1 anning Commission as
follows:
A) That the above recitations are true and correct.

B) That based on the evidence presented at the pub1 ic hearing, the Commission recommends APPROVAL of Local Facil i ties Management P1 an - Zone 8, based on the following findings and subject to the following condition:
Fi ndi nqs :
1) That the Local Facilities Management Plan for Zone 8 is consistent with the Land Use Element, the Public Facilities Element, and the other Elements contained in Carlsbad's General Plan.
2) That the Local Facilities Management Plan for Zone 8 is consistent with Section 21.90 of the Carlsbad Municipal Code (Growth Management), as amended by Ordinance No. 8110 and Ordinance No. 9829 and with the adopted
1986 Citywide Facilities and Improvement Plan.
3) That the Local Facilities Management Plan for Zone 8 and the conditions contained therein will promote the public safety and welfare by ensuring that public facilities will be provided in conformance with the adopted performance standards.
4) The Local Facilities Management Plan for Zone 8 will control the timing and locations of growth by tying the pace of development to the provision of public facilities and improvements.
5) The Local Facilities Management Plan for Zone 8 will ensure public facilities and services are available in conformance with the adopted performance standards prior to development occurring.
Condition
1) Approval is granted for Local Facil i ties Management P1 an - Zone 8 as contained in the Plan titled Local Facilities Management Plan Zone 8, dated December 21, 1988, incorporated herein by reference.

PASSED, APPROVED, AND ADOPTED at a regular meeting of the Planning
Commission of the City of Carlsbad, California, held on the 21st day of
December, 1988, by the following vote, to wit:
AYES: Commissioners: Schlehuber, Holmes, Hall & Marcus.
NOES: Chairperson McFadden, Commissioners: Schramm & Erwin.
ABSENT: None.
ABSTAIN: None.
