HomeMy WebLinkAbout1989-01-04; Planning Commission; Resolution 2807t e 1) 1 2 3 4 5 6 7 €3 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 PLANNING COMMISSION RESOLUTION NO. 2807 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, FINDING THAT THE PROPOSED STREET IMPROVEMENTS TO MANZANO DRIVE BETWEEN CARLSBAD BOULEVARD AND EL ARBOL DRIVE ARE CONSISTENT WITH THE GENERAL PLAN APPLICANT: CITY OF CARLSBAD CASE NO.: PCD/GPC 88-4 1 WHEREAS, a verified application for certain property to wit: The unimproved 20’ wide southern portion of Manzano Drive between Carl sbad B1 vd. and El Arbol Drive, has been filed with the City of Carl sbad and referred to the P1 anning Commission; and WHEREAS, said verified application constitutes a request as provided by Title 21 of the Carlsbad Municipal Code; and WHEREAS, the Planning Commission did on the 4th day of January, 1989, consider said request; and WHEREAS, at said hearing, upon hearing and considering all testimony and arguments, if any, of all persons desiring to be heard, said Commission considered all factors relating to the Planning Commission Determination; and NOW, THEREFORE, BE IT HEREBY RESOLVED by the P1 anning Commission as ~ f 01 1 ows : A) That the foregoing recitations are true and correct. B) That based on the evidence presented at the public hearing, the Commission APPROVES PCD/GPC 88-4, based on the following findings and subject to the following conditions: Fi ndi nqs: 1. As discussed in the staff report, the proposed street improvements to Manzano Drive are consistent with the goals and objectives of the General Plan in that, a.) vehicles and pedestrians will be able to travel in a safer and more efficient manner; b. 1 this improved street will enable the development of currently undeveloped state property which is located along it; 28 > 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 /I 0 6 c.) the operational efficiencies of Manzano Drive will be improved; d-1 the street improvement will provide adequate street safety; and e-) the street improvement will bring Manzano Drive into conformance with the City's design standards for residential streets. 2. The street improvement is consistent with the Mello I1 Local Coastal Program, and the Zone 1 Local Facilities Management Plan. 3. This project is categorically exempt from environmental review per Section 15301 (c) of CEQA. PASSED, APPROVED, AND ADOPTED at a regular meeting of the Planning Commission of the City of Carlsbad, California, held on the 4th day of January, 1989, by the following vote, to wit: AYES : Chairman Hall, Commissioners : Schramm, Marcus, McFadden, Schlehuber, Holmes E Erwin.
