I1 e 0 1 2 3 4 5 PLANNING COMMISSION RESOLUTION NO. 2820 A RESOLUTION OF THE PLANNING COMMISSION OF THE CIT OF CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL OF A AMENDMENT TO THE LOCAL FACILITIES MANAGEMENT PLAN FO ZONE 6 ON PROPERTY GENERALLY LOCATED SOUTH OF DOV LANE AND WEST OF EL CAMINO REAL. APPLICANT: VON DER AHE CASE NO.: LOCAL FACILITIES MANAGEMENT PLAN - ZONE 6 adopting the 1986 Citywide Facilities and Improvemen g WHEREAS, the City Council passed Resolution Nc 8 of Carlsbad and referred to the Planning Commission, and 7 WHEREAS, a verified application has been filed with t 10 establishing facility zones and performance standards fo~ 11 facilities, and 12 WHEREAS, the City Council adopted Ordinance Nc 13 16 WHEREAS, the City Council adopted Ordinance No. t 15 and 14 requiring the processing of a Local Facilities Managemer 9829 implementing Proposition E approved on November 4, 17 the citizens of Carlsbad, and 18 WHEREAS, the Planning Commission did, on the 1st 19 February, 1989, hold a duly noticed public hearing as pr 20 by law to consider said request; and 21 WHEREAS, at said public hearing, upon hear 22 26 Management Plan for Zone 6. 25 relating to a minor boundary amendment of the Local FE 24 desiring to be heard, said Commission considered all 23 considering all testimony and arguments, if any, of all 27 28 I- A/ -, w II 0 0 1 2 3 4 5 6 7 a 9 10; 11 12 13 14 15 16 17 18 19 I 20 21 22 23 24 25 26 27 NOW, THEREFORE, BE IT HEREBY RESOLVED by the I Commission as follows: A) That the above recitations are true and correct. B) That based on the evidence presented at the public 1 the Commission recommends APPROVAL of the minor 1 amendment to Local Facilities Management Plan - based on the following findings and subject to the fc conditions I Findinqs: 1. That the minor boundary amendment to the Local Fat Management Plan for Zone 6 will address the impacts by the expansion of the boundaries of Zone 6 as ! attached Exhibits "A" and @lBll dated February 1, 1989 the yearly monitoring update performed by the City 2. That the minor boundary amendment to the Local Fac Management Plan for Zone 6 is consistent with the : Element, the Public Facilities Element, and th Elements contained in Carlsbadls General Plan. 3. That the minor boundary amendment to the Local Fa( Management Plan for Zone 6 is consistent with Secti, of the Carlsbad Municipal Code (Growth Management), the adopted Citywide Facilities and Improvements P' 4. That the minor boundary amendment to the Local Fa' Management Plan 6 will promote the pubic safety and by ensuring that the proposed South Carlsbad Libri be provided in conformance with the adopted per standards. 5. The minor boundary amendment to the Local Fa Management Plan 6 is a logical boundary now alignment of Dove Lane west of El Camino established. 6. This project will not cause any significant envir impacts and a Negative Declaration (SCH #88090711) issued by the Planning Director on September 9, 19 Conditions : 1. Approval is granted for a minor boundary amendmen Local Facilities Management Plan - Zone 6 as on Exhi and tVBtt dated February 1, 1989, attached here incorporated herein by reference.
