PURPOSE To establish guidelines for allocation of "excess" dwelling u following the adoption of all residential Local Facilities Manage within a quadrant, the Proposition E quadrant cap is greater than tht dwelling units approved or issued after November 4, 1986 plus the future units per the Growth Management Control Points. STATEMENT OF POLICY Although it should not be mandatory that excess dwelling units be if they become available and it would be acceptable to not attain th residential dwelling unit caps established by the adoption of Proposit following criteria is established to determine eligibility for consid "excess" dwelling unit allocation. i Projects eligible for consideration include: 1 1. Housing development for low- or moderate-income households by California Government Code Section 65915. 2. Senior citizen housing as defined by Carlsbad Municipal Coi 21.18.045. 3. Infill Single Family Subdivisions, Zoned R-1, that meet a77 dt standards and where lot sizes are equal to or greater than subdivided R-1 properties. 4. Projects within the existing general plan density range thal without other compensation, for some significant public fac required as part of the development process. ,- 5.
