PLANNING COMMISSION RESOLUTION NO. 3162
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITYOF CARLSBAD, CALIFORNIA, DETERMINING GENERAL
PLAN CONSISTENCY FOR THE CONSTRUCTION OF THE
HOME PLANT SEWAGE PUMP STATION AND FORCE MAIN
ON PROPERTY GENERALLY LOCATED ON THE WEST SIDE
OF CARLSBAD BOULEVARD SOUTH OF BUENA VISTA
LAGOON.

7 11 WHEREAS, the Planning Commission did on the 5th day of December,

10 WHEREAS, at said hearing, upon hearing and considering all testimony and
11 arguments, if any, of all persons desiring to be heard, said Commission considered all
12 factors relating to the Planning Commission Determination; and
13 NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning Commission
1990, consider said request; and

B) That based on the evidence presented at the public hearing, the Commission
APPROVES PCD/GPC 90-2, based on the following findings and subject to the

1. The construction of the Home Plan Sewage Pump Station and Force Main is
consistent with the Public Facilities, and Open Space and Conservation Elements
of the General Plan. The two public facilities will provide the necessary service to
meet the demands placed on the system by surrounding development, and reduce
the potential for future sewage spills into the Buena Vista Lagoon by replacing an
existing and aging sewage pump station located at the same site.
24 2. The Planning Director has determined that the project wiU not have a significant

adverse impact on the environment, and has issued a Negative Declaration on
October 4, 1990.

Conditions:
1. Prior to issuance of a building permit, a Coastal Development Permit shall be
obtained from the California Coastal Commission. Said permit shall be in
conformance with this Planning Commission Detemination.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the Planning
Commission of the City of Carlsbad, California, held on the 5th day of December, 1990,
by the following vote, to wit:
AYES: Chairperson Schramm, Commissioners: Schlehuber, Holmes,
McFadden, Erwin, Marcus & Hall.
NOES: None.
ABSENT: None.
ABSTAIN: None.
