PLANNING COMMISSION RESOLUTION NO. 3192
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITYOF CARLSBAD, CALIFORNIA, DETERMINING GENERAL
PLAN CONSISTENCY FOR THE CONSTRUCTION OF
SHORELINE PROTECTION MEASURES DESIGNED TO
PROTECT CARLSBAD BOULEVARD INCLUDING A MAIN
SEAWALL, A SMALLER SEAWALL AND SLOPE
STABILIZATION ON PROPERTY GENERALLY LOCATED ON
THE WEST SIDE OF CARLSBAD BOULEVARD ADJACENT TO
AGUA HEDIONDA LAGOON.

CASE NO.: PCD/GPC 91-1
WHEREAS, the Planning Commission did on the 6th day of March, 1991,
1o 11 consider said request; and
11 WHEREAS, at said hearing, upon hearing and considering all testimony and
12 arguments, if any, of all persons desiring to be heard, said Commission considered all

factors relating to the Planning Commission Determination; and
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning Commission

as follows:

A) That the foregoing recitations are true and correct.
B) That based on the evidence presented at the public hearing, the Commission
APPROVES PCD/GPC 91-1, based on the following findings and subject to the
19 following conditions:

revetment designed for slope stability will protect Carlsbad Boulevard from costly
storm damage associated with episodes of high tide and high wave conditions.

5. The project is consistent with various goals, policies and guidelines of several
General Plan Hements including; Open Space, Land Use, Public Safety, Arts, Scenic

Highways and Circulation.
6. The Planning Director has determined that the project will not have a significant
5 adverse impact on the environment and has issued a Negative Declaration on
January 31,1991. 6

8 1 - Approval is granted for PCD/GPC 91 -1 as shown on Exhibits "A" - "G" dated March
6, 1991, and Attachments "A" - "E", incorporated by reference and on file in the

2. Prior to the issuance of any grading or building permit, a Coastal Development
Permit shall be obtained from the California Coastal Commission. Said permit
shall be in conformance with this Planning Commission Determination.
