CONSTRUCT A 121,388 SQUARE FOOT PRICE CLUB
DISCOUNT STORE CONTAINING A TIRE CENTER, OPTICAL
AS WELL AS TWO GRADED PADS FOR FUTURE
DEVELOPMENT ON PROPERTY GENERALLY LOCATED ON
THE SOUTH SIDE OF PALOMAR AIRPORT ROAD EAST OF
PASEO DEL NORTE.

B) That based on the evidence presented at the public hearing, the Commissior
RECOMMENDED APPROVAL of SDP 90-5, based on the following findings an(
subject to the following conditions:
Findings:
1. That the requested use is properly related to the site, surroundings an(
environmental settings, is consistent with the various elements and objectives of th(
general plan, will not be detrimental to existing uses or to uses specificall;
permitted in the area in which the proposed use is to be located, and will no
adversely impact the site, surroundings or traffic circulation as the structure i
located an adequate distance from the access points to the property allowing fo
good on-site circulation and vehicle queuing so as to not impact adjacent roadways
The truck area which has the greatest potential to impact adjacent uses is locatec
on the south side of the building adjacent to the open space area. In addition, it i
screened hm view by walls, fencing, and landscaping. The main entrance to th~
building is oriented to draw patrons in from the main entrance which support th~

2. That the site for the intended use is adequate in size and shape to accommodate th(
use as the project proposes 977 parking spaces while the Zoning Ordinance require
450. This equates to 46 percent more parking than required by code and i
evidence that the site is adequate in size and shape to accommodate the use. h
addition, six percent of the parking area will be landscaped in contrast to th~
Zoning Ordinance requirement of three percent.
3. That all of the yards, setbacks, walls, fences, landscaping, and other feature
necessary to adjust the requested use to existing or permitted future uses in thl
neighborhood will be provided and maintained. The truck area containing th
receiving area, trash compactors, and pallet yard will be screened by the use c
concrete walls, fencing utilizing saran screen, and landscaping. The building at it
closest point is 160 feet &om the western property line and 80 feet from th
Caltrans property ;1 the northwestern area of the dte- A SO foot landscaped setbaC
will be provided form Palomar Airport Road which will be landscaped in accordanc
with the Scenic Corridor Guidelines.
4. That the street system serving the proposed use is adequate to properly handle a
traffic generated by the proposed use contingent upon circulation syste~
improvements which have been required. A traffic report titled, 'Transportatio
Analysis for The Price Club/Carlsbad", dated January 16, 1991 was prepared b
Urban Systems Associates, kc. and reviewed by staff of the Engineering an
Planning Departments. The required circulation system improvements are based o
the results of that report as well as data and plans in the possession of th
Engineering Department.

5. The project is in compliance with the Scenic Corridor Guidelines as they apply to
Palomar Airport Road. The project design includes a 50 foot wide landscaped
setback adjacent to Palomar Airport Road with a three foot high berm adjacent to
the proposed right-of-way. The parking area is a minimum of 15 feet lower in
elevation than Palomar Airport Road. Oak, which is the corridor theme tree, and
Holly Oak, the specified median tree, will be utilized as shown on the Landscape
Plan.

6. The Airport Land Use Commission staff has found the project to be consistent with
the Comprehensive Land Use Plan for McQdan-Palomar Airport.

7. The Planning Commission has, by inclusion of an appropriate condition to this
project, ensured building permits will not be issued for the project unless the Cig
Engineer determines that sewer service is available, and building cannot occw
within the project unless sewer service remains available, and the Planning
Commission is satisfied that the requirements of the Public Facilities Element of thc
General Plan have been met insofar as they apply to sewer service for this project,

5. The applicant shall pay park-in-lieu fees to the City, prior to the approval of the
final map as required by Chapter 20.44 of the Carlsbad Mudcipal Code.
6. Water shall be provided to this project pursuant to the Water Service agreemenl
between the City of Carlsbad and the Carlsbad Municipal Water District, dated Ma]
25, 1983 subject to availability.
7. This project shall comply with all conditions and mitigation measures which mal
be required as part of the Zone 5 Local Facilities Management Plan and an]
amendments made to that Plan prior to the issuance of building permits.
8. If any condition for construction of any public improvements or facilities, or tht
payment of any fees in lieu thereof, imposed by this approval or imposed by law or
this project are challenged this approval shall be suspended as provided i~
Government Code Section 65913.5. If any such condition is determined to bc invalid this approval shall be invalid unless the City Council determines that th
project without the condition complies with all requirements of law.
9. Approval of this request shall not excuse compliance with all sections of the Zonin
Ordinance and all other applicable City ordinances in effect at time of buildin
permit issuance.
10. This approval shall become null and void if building permits are not issued for thi
project within two years from the date of project approval.
11. Approval of SDP 90-5 is granted subject to the approval of GPA 90-1, LCPA 90-2
ZC 90-1, CUP 90-3, HDP 90-9 and MS 837.
12. Trash receptacle areas shall be enclosed by a six-foot high masonry wall with gate
pursuant to City standards. Location of said receptacles shall be approved by th Planning Director. Enclosure shall be of similar colors and/or materials to th
project to the satisfaction of the Planning Director.
13. All roof appurtenances, including air conditioners, shall be architecturally integratc

The developer shall provide conclusive proof that the proposed pollutant t~t~
will be effective in removing storm water based pollutants. In lieu oi
providing the required supporting documentation, a three year monitoring
program to evaluate the effectiveness of the proposed pollutant trap shall bc
established to the satisfaction of the City Engineer and paid for by thc
developer.
3. The following traffic mitigation measures shall be implemented for thi!
project:
a) Widen and reconstruct the improvements at the intersection o
Palomar Airport Road and Paseo Del Norte in order to provide dua left turns on the north, south and east legs of the intersectio~
including appropriate tramitions to the satisfaction of the Cig
of Palomar Airport Road and Paseo Del Norte including appropriatc
traffic signing and striping.
All improvements and work shall be coordinated with th(
improvements to the interchange at 1-5.

east entrance of the Price Club site including the addition of an addec

on the project plans because of the difficulty in screening equipmen
from residences to the south and from view of travelers on Paloma
Airport Road.
d) The exterior of the Price Club building shall have a rough aggregat
finish in those areas indicated on the project plans in addition to th
proposed accent reveals to provide an aesthetically pleasing buil@ in the Palomar Airport Road scenic corridor.
35. As part of the plans submitted for building permit plan check, the applicant sha
include a reduced version of the approving resolution/resolutions on a 24" x 36
blueline drawing. Said blueline drawing(s) shall also include a copy of an
applicable Coastal Development Permit and signed approved site plan.
36. This project is approved upon the express condition that building permits will nc
be issued for development of the subject property unless the water district servin
the development detennines that adequate water and service is available at the tim
of application for water service and will continue to be available until time c
occupancy.
37. A noise attenuation wall shall be constructed to screen the truck area shown o
Exhibit "B" dated April 3,1991 hm the Seagate Condominium Project to the sout
if and when it is determined to be necessary by the Planning Director.
38. The project shall provide bus stop facilities at locations subject to the satisfactio
of the North County Transit District. Said facilities shall at a minimum include
bench, free from advertking, and a pole for the bus stop sign. The bench and pol
shall be designed in a manner so as to not detract from the basic architectm
theme of the project and said design shall be subject to the approval of the Plannin
Director and North County Transit District.
39. Bicycle racks for the use of employees shall be provided prior to the issuance of a
occupancy permit for the Price Club Store. The location of the required bicyd
racks shall be subject to the review and approval of the Planning Director and sha
be shown on a revised site plan and the required mylar.
Enpineering Conditions:
40. Unless a standard variance has been issued, no variance from City Standards
authorized by virtue of approval of this site plan.
41. The developer shall comply with all the rules, regulations and design requiremen
of the respective sewer and water agencies regarding services to the project.

This project is located in Zone 5 Local Facilities Management Plan. Recent tr&c monitoring has revealed that Palomar Airport Road from El Camino Real to thf eastern City limit falls below the adopted performance standard. Therefore, prio~
to the issuance of a building permit, the owner shall participate in the guarantee 01
a proportional share of the cost of improving this segment of Palomar Airport Road
The applicant shall agree to utilize reclaimed water, in Type I form, on the subjec
property in all common areas as approved by the City Engineer. Reclaimed water
as defined in Section 1305(n) of the California Water Code, means water which, a!

45. Pretreatment of the sanitary sewer discharge from this project may be required. 11

requirements have been met, all applicable fees paid and permit issued.
46. Based upon a review of the proposed grading and the grading quantities shown 01
the site plan, a grading permit for this project is required. Prior to issuance of i
building permit for the project, the applicant must submit and receive approval fo
grading plans in accordance with City codes and standards, be issued a gradinl
permit and complete the grading work in substantial conformance with the ap
proved grading plans.
47. The developer shall obtain a grading permit prior to the commencement of aq
clearing or grading of the site.
48. A separate grading plan shall be subdtted and approved and a separate gradin
permit issued for the borrow or disposal site if located within the city limits.
49. Prior to hauling dirt or construction materials to any proposed construction sit
within this project the developer shall submit to and receive approval from the Cit
Engineer for the proposed haul route. The developer shall comply with a
conditions and requirements the City Engineer may impose with regards to th
hauling operation.

in accordance with the Carlsbad Municipal Code and the City Engineer. Reference
Chap 11.06.
Additional drainage easements and drainage structures shall be provided or installed
prior to the issuance of grading or building permit as may be required by the Cit,
Engineer.
The developer shall make an offer of dedication to the City for all public streets anc
easements required by these conditions or shown on the site plan. The offer shal
be made by a certificate on the final map for this project. All land so offered shal
be granted to the City free and clear of all liens and encumbrances and without cos1
to the City. Streets that are already public are not required to be rededicated.
Some improvements shown the site plan and/or required by these conditions art
located offsite on property which neither the City nor the subdivider has sufficienl
title or interest to permit the improvements to be made without acquisition of titlf
or interest. The Developer shall conform to Section 20.16.095 of the Carlsbac
Municipal Code.
Prior to approval of any grading or building permits for this project, the owner shal
give written consent to the annexation of the area shown within the boundaries o
the site plan into the existing City of Carlsbad Street Lighting and Landscapin1
District No. 1. The form shall be provided by the City during the improvemen
plancheck process.
The drainage system shall be designed to ensure that runoff resulting from a 10-yea

60. The structural section for the private driveway and parking lot isle must be designe
with a traffic index of 5.0 in accordance with City Standards due to a truck roul
through the parking lot and/or aisles with an ADT greater than 500. The:
pavement improvements may be reflected on the site grading plans. A separal
improvement plancheck and inspection fee is required for the surface and ston
drain improvements.
61. Irrigation systems to accommodate future reclaimed water shall be designed consi
tent with Title 17 of the California Administrative Code. Offsite future reclaim
