HomeMy WebLinkAbout1991-07-03; Planning Commission; Resolution 3265I. z ll 6 (I 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 I 27 28 PLANNING COMMISSION RESOLUTION NO. 3265 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITYOF CARLSBAD, CALIFORNIA, DETERMINING GENERAL PLAN CONSISTENCY FOR THE CONSTRUCTION OF IMPROVEMENTS TO TAMARACK AVENUE INCLUDING CURBS, GUTTERS, SIDEWALKS AND BIKE LANES BETWEEN INTERSTATE 5 AND CARLSBAD BOULEVARD. CASE NAME: TAMARACK AVENUE IMPROVEMENTS CASE NO: PCD/GPC 90-3 WHEREAS, the Planning Commission did on the 3rd day of July, 199 consider the request of a Planning Commission determination for General P1; Consistency; and WHEREAS, at said hearing, upon hearing and considering all testimony a] arguments, if any, of all persons desiring to be heard, said Commission considered i factors relating to the Planning Commission Determination; and NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning Commissic as follows: A) That the foregoing recitations are true and correct. B) That based on the evidence presented at the public hearing, the Commissic APPROVES PCD 90-1, based on the following findings and subject to the followi~ conditions: Findinns: 1. The construction of the proposed improvements will increase the safety bicyclists and pedestrians using Tamarack Avenue between 1-5 and Carlsb; Boulevard. This portion of Tamarack Avenue cutrently has a discontinuous a~ sub-standard sidewalk system with no grade separation from the street surfacc 2. The project is consistent with the Circulation Element of the General Plan ' providing sidewalks within a residential area, generally improving public safe and improving the safety of pedestrians and bicyclists along Tamarack Aven which is near an elementary school and adjacent to Carlsbad Boulevard and t beach areas. 6 e 1 2 3 4 5 6 7 a 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 3. The project is consistent with the Public Safety Hement of the General Plan by reducing the hazards of competing modes of transportation and improvini Tamarack Avenue's ability to serve as an emergency access/response route. 4. The Planning Director has issued a Negative Declaration on May 30,1991. Conditions: 1. Approval is granted for PCD/GPC 90-3 as shown on Attachments ttA"-llDtf anl Exhibits "A"-"Eft, dated July 3, 1991, incorporated by reference and on file in th Planning Department. Development shall occur substantially as shown. 2. Prior to the issuance of any building or grading permits, a Coastal Developma Permit shall be obtained from the California Coastal Commission. Said perm shall be in conformance with the Planning Commission Determination. 3. Prior to the awarding of the contract by the City Council to construct tl improvements, details regarding the tree relocation program shall be reviewed ar approved by the Planning Director. PASSED, APPROVED, AND ADOPTED at a regular meeting of the Plannir Commission of the City of Carlsbad, California, held on the 3rd day of July, 1991, by tl following vote, to wit: AYES: Chairperson Holmes, Commissioners: Schlehuber, Schrarm Savary, Erwin, Noble & Hall.
